No. <br /> 42.74 <br /> Aloha Council Members, <br /> * The County of Hawaii is currently updating the General Plan, <br /> as part of the periodic 1"General Plan Revision Program." The <br /> General Plan Revision Program includes updating the Land Use <br /> Planning Allocation Guide ("LUPAG") Map. The Hawaii County <br /> Charter Section 6-4.2 states that the Planning Director shall <br /> "Prepare a general plan, implementation plans and any amendments <br /> thereto in accordance with section 3-15." <br /> * The Office of Planning describes their mission on their <br /> website as: <br /> Improving overall efficiency and effectiveness in <br /> government decision-making through education, <br /> facilitation, and coordination of GIS mapping <br /> technologies. <br /> * In 1999 the Hawaii State Office of Planning scanned the LUPAG <br /> Map adopted by Ordinance No. 89-142 (1989 General Plan), <br /> hereafter refered to as "1989 Base Map," at a compatible scale <br /> with current GIS database for the Planning Department to use as a <br /> base map for the General Plan Revision Program. The Planning <br /> Department has access to other standard state GIS databases <br /> such as Tax Map Keys, County Zoning, and Land Use Commission <br /> designations. <br /> * The Planning Director provides written direction to the <br /> Planning Department's GIS draftsman for all drafting work. As <br /> part of the General Plan Revision Program the Planning Director <br /> <br /> made specific revisions to the 1989 Base Map. The Planning <br /> Department's GIS draftsman implemented all revisions by drawing <br /> on top of the 1989 Base Map as a guide. <br /> * The 1989 Base Map was amended under the direction of the former <br /> Planning Director to reflect the General Plan Amendment <br /> <br /> Ordinances adopted by the County Council after Ordinance No. <br /> 89-142 (1989 General Plan), hereafter refered to as "Current <br /> <br /> LUPAG Map". For some reason there was a drafting error made when <br /> adding Ordinance 97-34, which amended the LUPAG map to change a <br /> 25-acre site within the current Hokulia project from "Orchards" <br /> Comm.
