Fishermens' Access To Shoreline

My name is Gregg Kashiwa, president of Project. Plarmers Hawaii the "unofficial"
representative for the Hawaii Fishing News ("HFN") in Wcsl Hawaii.. I have been askcel
to maintain loesl fishing access points to various sites that were mandated in County
development approvals. Inmost cases misunderstandings have been taken care uf. IIFN
serves as the voice for thousands of fishermen statewide, many from Hawaii County who
may be your neighlH>rs and friends. Bill 356 will be heard before the Phuming
Committee of the Council tomorrow, February 1, 2005 at 1:30 P:M. The hearing has
alroady been postponed once.
1 am sorry to write so late, but I just found out the Phuuting Committee hearing date, I
am not fully aware of all the issues in Bill 356, but nm familiar with the area attd have
fished at the point many times as a child and adult. Continental Pacific promised local
residents at informational meetings, public access to the shoreline for fishing and picnics.
I write to inlurm you the access toad together with the lateral shoreline access road have
bean blocked oft. "Phis is contrary to Continental promise and longtime local custom.
May 1 nspectfully reyuest the honorable Planning Committer, defer (continue) action rnt
Bill 356 until such lime fishermen, local fishing Clubs, and concerned shoreline users
may properly gather, organize and present their viewpoints to the Council. You have my
promise this will bu dune in a professional and rational nlanncr. f have appeared before
the Cowtcil on many occasions and am fully aware of your requirements.

Bused on this, and on bchal I' of the Horny fishermen and shoreline users in Fzist Hawaii, i
respecllully request another delerral of Rill 356 until the silent voices out brothers and
sisters i,l'the sea are heard. 1 promise the Cotmnittec expeditious and responsible
comment.
As a Iasi aside, t ask each Council member to drive down tht promised access road, if
you con. As you go makai you will sec u white ash pile. I um not art environmental
scientist, but if that "mountain" doesn't trouble you, l must be worried about nothing. It
is not a nutnini hapuupuu! Whcn there, lake a cUp of ash home and dump it into your
agtuuium (with junk lish in itj and watch what happens. '1 hr Brune atih is eroding into the
ocean, nearby streams, and the SMA.
