Your Committee on Environmental Management, to which was referred Comm. 51 and Bill No. 18, reports
as follows:
Bill 18, transmitted via Communication No. 51, from Environmental Management Director Barbara Bell on
December 16, 2004 allows for a reduced (75%) green waste tip fee.
The Update to the integrated Solid Waste Management Plan identified organics diversion as key to a solid
waste disposal and recycling program. The reduced fee creates an incentive to divert organics from the
landfill while providing necessary revenues to the department to implement a greenwaste diversion program.
This bill specifies all clean greenwaste and acceptable organics must be delivered to a County greenwaste
collection area.
Your Committee amended the bill (to Draft 3) in order to allow the Environmental Management Director to
suspend the fees if County greenwaste collection areas are not operating. Your Committee also made
stylistic, non-substantive changes.
The Environmental Management Department will provide notification of the new charge through the media
as well as signage at all affected sites.
Fhe lnvironmental Management Commission unanimously recommended approval of this ordinance.
As affirmed by the record of votes of the members, your Committee concurs with the intent and purpose of
Bill 18, as amended to Draft 3, and recommends it pass first reading.
