Your Committee on Finance, to which was referred Resolution No. 33-05, reports as follows:
Resolution No. 33-05, transmittedjointly with Bill No. 24 by Finance Director William Takaba,
via Communication No. 71, dated January 7, 2005, authorizes the Office of the Mayor to enter
into an agreement with the State of Hawaii Department of the Attorney General, Crime
Prevention and Justice Assistance Division for the Safe Coordinators Grant.
The State of Hawaii Department of the Attorney General, Crime Prevention and Justice
Assistance Division has authorized a $66,443 grant to the Police Department for a Sexual
Assault Forensic Examiners (SAFE) Coordinator to improve Hawaii County's ability to respond
to violent sex crimes against women, and to improve forensic examination services provided to
the victims of sexual assault islandwide.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the Council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee has learned that sexual assault victims have increased in the last three years in
Hawaii County, and the County has only three nurses trained on East Hawaii to handle these
cases. This grant will allow for the expansion of the SAFE Program of Hawaii County to
provide for a SAFE Coordinator to be based in both East Hawaii and West Hawaii.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 33-OS
and recommends its adoption.
