Your Committee on Finance, to which was referred Bill No. 24, reports as follows:
Bill No. 24, iransmittedjointly with Resolution No. 33-OS by Finance Director William Takaba, via
Communication No. 71, dated January 7, 2005, amends Ordinance No. 04-74, as amended, the Operating Budget
for fiscal year ending June 30, 2005. The amendment is as follows:

The State of Hawaii Department of the Attorney General, Crime Prevention and Justice Assistance Division has
authorized a Sexual Assault Forensic Examiners (SAFE) Coordinator Grant to the Police Department to improve
Hawaii County's ability to respond to violent sex crimes against women and to improve forensic examination
services provided to the victims of sexual assault islandwide.
Pursuant to Section 46-7, Hawaii Revised Statutes and Section 13-13(b), Hawaii County Charter, the Mayor is
hereby authorized to apply for, receive and expend the funds for a Sexual Assault Forensic Examiners (SAFE)
Coordinator Grant.
There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 24 and recommends it pass first
reading.
