RE: Bill 4, Draft 4, relating toAnimals
Attached for your review and transmittal is Draft 4 of Bill 4.
The following changes have been made to Chapter 4, Hawaii County Code:
I.
Section 4-12. Fees.
(c) [till Ol f the monies received by the director of finance under this article, 100% shall be
d~osi[ed into the s~av-neuter special fund, and the remainder shall be paid into the general
fund of the County of Hawaii

Section 4-20. Seizure of dogs by officers.
(a) Seizure of Unlicensed Dogs.
(5) Of the monies paid to the director of finance of the County of Hawaii, 100% shall be
deposited into the span-neuter program .
(b) Seizure of Licensed Stray Dogs.
(5) All impoundment and kennel fees collected by the humane society or animal care
center in any given month shall be deposited by the humane society or animal care
center no later than the fifth day of the following month with the finance director [te
'~~n] of the County of Hawaii. 100% of the fees received by the director of
finance will be deposited into the spay-neuter program, the remainder of which will be
deposited into the County of Hawaii general fund account.
3.
Section 4-36. Disposition of finest and forfeitures.
All fines or fees paid prior to court date, and/or those fines and forfeitures collected upon
conviction or upon the forfeiture of bail of any person charged with a violation of any section or
provision of this article shall be paid to the director of finance of the County of Hawaii. 100% of
the monies received by the director of finance will be deposited into the spay-neuter program, the
remainder of which will be [and} deposited in the general fund of the County of Hawaii.

The following section has been added:
Section 436.1. Spav-Neuterine Special Fund.
(a) ASpav-Neuter Special Fund is hereby established. This fund shall be administered and
managed by the Department of Finance.
(b) The fund shall consist of monies from:
(I) 100% of all licensing fees pursuant to Section 4-12;
(2) Council appropriations for the purposes of this article;
(3) % of all administrative fines; and
(4) Grants and private contributions intended for the purposes of this article
(c) The fund shall be used to pay for aspay-neutering program.
