These funds, derived from the Department of Homeland Security, are to provide law enforcement communities with enhanced capabilities for detecting, deterring, disrupting, and preventing acts of terrorism. Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of Hawaii Department of Defense, State Civil Defense. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $301,471 Law Enforcement Terrorism Prevention Program Grant. Due to the State Civil Defense's signing deadline of March 15, 2005, the Hawaii County Civil Defense Agency would like to request a waiver from the Finance committee and have this resolution and bill heard at the Council meeting scheduled for March 1, 2005. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The State of Hawaii has received funds for FY 2005, from the Department of Homeland Security, through the Office of State and Local Government Coordination and Preparedness (SLGCP) for Domestic Preparedness (ODP). The grant is a result of congressional funding for the purchase of specialized equipment to enhance the capabilities of county agencies for detecting, deterring, and preventing acts of terrorism through information sharing and intelligence gathering. The State Homeland Security Program (SHSP) provides law enforcement terrorism prevention program funds for planning, organization, training, exercises and equipment. The funds are to support the continued development of a Law Enforcement Terrorism Prevention Program (LETPP). The LETPP provides law enforcement communities with enhanced capabilities for detecting detentng disrupting, and preventing acts of terrorism. The FY ?005 LETPP provides funds for the following activities: 1) information sharing to preempt terrorist attacks; 2) target hardening to reduce vulnerability of selected high value targets; 3) threat recognition to recognize the potential or development of a threat; 4) intervention activities to interdict len-orists before they can execute a threat; 5) interoperable communications; and 6) management and administration. The FY 2005 Homeland Security Grant Program funds are provided to prevent, deter, respond to, and recover from threats and incidgnts of terrorism, The FY 2005 Homeland Security funds integrates funding for four programs for Hawaii County the State Homeland Security Program, Law Enforcement Terrorism Prevention Program, Citizen Corps Program and the Emergency Management Performance Grant. This grant is a result of congressional funding for the purchase of specialized equipment to enhance the capability of state and county agencies to prevent and respond to incidents of terrorism involving the use of chemical, biological, radiological, nuclear or explosive (CBRNE) weapons. The law enforcement terrorism prevention funds enhance capabilities for detecting, deterring, disrupting and preventing acts of terrorism through information sharing and intelligence gathering, target hardening to reduce vulnerability and intervention activities to interdict terrorists before they can execute. The Citizen Corps Program funds will be used to support Citizen Corps Councils with planning, outreach, training and management of Citizen Corps programs and activities. The Emergency Management Preparedness Grant, formerly administered by the Federal Emergency Management Agency, provides funding to support a comprehensive emergency management program in areas of mitigation, preparedness, response, and recovery capabilities for all hazards. 12 3456, tiA r FEB 2005 ~ . The performance period for this grant is from October 1, 2004 through March 31, 2007. Hawaii County is the final recipient of $1,820,749.00. The grant funds are distributed in the programs below. Only the Emergency Management Preparedness Grant requires matching funds. State Homeland Security Grant Program $ 1,381,742.00 Law Enforcement Terrorism Prevention Program 301,471.00 Citizen Corps Program 26,312.00 Emergency Management Preparedness Grant 111,224.00 f blrtuL~ a,~Pr.Pre~k~ The FY 2005 Homeland Security Grant Program continues to provide Hawaii County with funding for planning, equipment, training, and exercises to support emergency prevention, preparedness, and response personnel. Hawaii County response agencies should utilize the State Homeland Security Assessment and Strategy to more effectively fill the gaps between needs and existing capabilities. All funds will be recorded in an Initial Strategy Implementation Plan (ISIP) that identifies expenditures. The detailed budget worksheets and an ISIP portraying the use of the FY 2005 Homeland Security Grant Program funds will be provided to Hawaii County Civil Defense Agency not later than April 15, 2005. The terms and conditions of the grant programs and the funds being distributed for each program to Hawaii County are in the attached Articles. If you agree to the requirements of the grant programs, please sign and return the original copy of each Article to State Civil Defense before March 15, 2005. To be eligible for future funding, the State has three requirements that must be fulfilled - Distribute all funding against the Implementation Strategy for Hawaii Homeland Security plan and/or the Urban Area Security Initiative Homeland Security Strategic Plan; the State must adopt the National Incident Management System (NIMS); and develop scenario-based plans such as a Improvised Explosive Device Prevention Plan.
