Re: Operating Budget
The State of Hawaii Department of Defense, State Civil Defense has authorized its FY2005 State
Homeland Security Grant Program funding of $1,381,742 for the Hawaii County Civil Defense Agency.
These program funds, derived from the Department of Homeland Security, are to be used for the
purchase of specialized equipment to enhance the capability of state and county agencies to prevent,
respond to, and mitigate incidents of terrorism involving the use of chemical, biological, radiological,
nuclear or explosive (CBRNE) weapons. It also provides for the protection of critical infrastructure and
prevention of terrorist incidents; for costs related to the design, development, conduct and evaluation of
CBRNE and cyber security programs; and for costs associated with implementing State Homeland
Security Assessments and Strategies.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of Hawaii
Department of Defense, State Civil Defense.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating $1,381,742 to
the FY 2005 State Homeland Security Grant Program account.
Due to the State Civil Defense's signing deadline of March 15, 2005, the Hawaii County Civil Defense
Agency would like to request a waiver from the Finance committee and have this resolution and bill
heard at the Council meeting scheduled for March 1, 2005.

A. REQUEST:
To prepare a resolution to enter in an agreement and to accept a grunt of $1,381,742.00 from
State Civil Defense [o be used for the continued development of its Homeland Security Grant
program through the purchase of specialized equipment. Also, please prepare a bill for an
ordinance to appropriate funds.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State of Hawaii has received funds far FY 2005, from the Department of Homeland
Security, through the Officc of Stale and Local Government Coordination and
Preparedness (SLGCP) for Domestic Preparedness (ODP). The grant is a result of
congressional funding for the purchase of specialized equipment to enhance the capability
of county agencies to prevent, respond to incidents of terrorism involving the use of
chemical, biological, radiological, nuclear or explosive (CBRNE) weapons.
The FY 2005 State Homeland Security Program provides funds for homeland security and
emergency operations planning; the purchase of specialized equipment to enhance the
capability of local agencies to prevent, respond to, and mitigate incidents to terrorism
involving the use of chemical, biological, radiological, nuclear, and explosive (CBRNE)
weapons and cyber attacks; for costs related to the design, development, and conduct of a
State CBRNE and cyber security training programs and attendance ut ODP sponsored
CBRNE training courses; for costs related to the design, development, conduct, and
evaluation of CBRNE and cyber security exercises.
Hawaii County, in turn has been awarded $1,381,742.00 for such purposes and needs to
enter into an agreement with State Civil Defense in order to receive these funds.

Memorandum of Aoreement for the FY 2005 Homeland Security Grant Program
The State of Hawaii has been awarded the FY 2005 Homeland Security Grant Program funds
from Department of Homeland Security, through the Office of State and Local Government
Coordination and Preparedness (SLGCP) for Domestic Preparedness (ODP).
The FY 2005 Homeland Security Grant Program funds are provided to prevent, deter, respond
to, and recover from threats and incidents of terrorism: The FY 2005 Homeland Security funds
integrates funding for four programs for Hawaii County the State Homeland Security
Program, Law Enforcement Terrorism Prevention Program, Citizen Corps Program and the
Emergency Management Performance Grant.
This grant is a result of congressional funding for the purchase of specialized equipment to
enhance the capability of state and county agencies to prevent and respond to incidents of
terrorism involving the use of chemical, biological, radiological, nuclear or explosive (CBRNE)
weapons. The law enforcement terrorism prevention funds enhance capabilities for detecting,
deterring, disrupting and preventing acts of terrorism through information sharing and
intelligence gathering, target hardening t0 reduce vulnerability and intervention activities to
interdict terrorists before they can execute. The Citizen Corps Program funds will be used to
support Citizen Corps Councils with planning, outreach, training and management of Citizen
Corps programs and activities. The Emergency Management Preparedness Grant, formerly
administered by the Federal Emergency Management Agency, provides funding to support a
comprehensive emergency management program in areas of mitigation, preparedness,
response, and recovery capabilities for all hazards.

State Civil Defense has been designated as the recipient of the total allocated grant funds. The
performance period for this grant is from October 1, 2004 through March 31, 2007.
Hawaii County is the final recipient of $1,820,749.00. The grant funds are distributed in the
programs below. Only the Emergency Management Preparedness Grant requires
matching funds.

The FY 2005 Homeland Security Grant Program continues to provide Hawaii County with
funding for planning, equipment, training, and exercises to support emergency prevention,
preparedness, and response personnel. Hawaii County response agencies should utilize the
State Homeland Security Assessment and Strategy to more effectively fill the gaps between
needs and existing capabilities. All funds will be recorded in an Initial Strategy Implementation
Plan (ISIP) that identifies expenditures. The detailed budget worksheets and an ISIP portraying
the use of the FY 2005 Homeland Security Grant Program funds will be provided to Hawaii
County Civil Defense Agency not later than April 15, 2005.
The terms and conditions of the grant programs and the funds being distributed for each
program to Hawaii County are in the attached Articles. If you agree to the requirements of the
grant programs, please sign and return the original copy of each Article to State Civil Defense
before March 15, 2005.
To be eligible for future funding, the State has three requirements that must be fulfilled -
Distribute all funding against the Implementation Strategy for Hawaii Homeland Security
plan and/or the Urban Area Security Initiative Homeland Security Strategic Plan;
• the State must adopt the National Incident Management System (NIMS); and
develop scenario-based plans such as a Improvised Explosive Device Prevention Plan.
Hawaii County will be a vital partner in the development of these plans and programs.
