Under a Cooperative Agreement with the U.S. Army Corps of Engineers' Planning Assistance to States program, this project involves the development of a computer model of Hilo Bay that can be used to investigate the viability and effectiveness of modifications to the Hilo Breakwater or other alternatives that will improve the water quality and circulation of Hilo Bay. The model will also be used to evaluate impacts of the alternatives to Hilo Bay's shipping lines, port operations, shoreline/beaches and Bayfront Highway. REQUEST: Appropriate $250,000 that will be used as the County share for a Cooperative Agreement with the U.S. Army Corps of Engineers Planning Assistance to States (PAS) program for the development of a computer model of Hilo Bay. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The computer model of Hilo Bay will be used to investigate the viability and effectiveness of modifications to the Hilo Breakwater or other alternatives that will improve the water quality and circulation of Hilo Bay. The model will also be used to evaluate impacts of the alternatives to Hilo Bay's shipping lines, port operations, shoreline/beaches and the Bayfront Highway. The Planning Assistance to States (PAS) program has a $10,000/year funding limitation so we will be providing additional funds to allow the Corps to pursue this complex modeling project that normally would be too expensive for them to develop under the PAS program.
