Dear Honorable Chair Gary Safarik and County Council Members,
I am forwarding Donald Cataluna's biographical information from the OHA website. As you all
probably know Mr. Cataluna was CEO and President, Hilo Coast Processing Company, President,
Mauna Kea Agri-business- 1993. His biography states:
1993 Helped Pepeekeo Community Association strategize and organize to obtain $1 million from the State of
Hawaii and $1 million from the County of Hawaii for a neighborhood center and athletic field."
My hope is that Dr. Holschuh and other Council members will ask for a little audit of the funds that were spent
on the Pepeekeo Community Association's neighborhood center to be current and up to date on the matter.
I know that sometimes funds that were approved or granted by the State and County sometimes end up being
moved around in the general fund. For example, the County received approximately $120,000 from an EPA
grant to rewrite the County's grading and grubbing statute- HCC Chapter 10 (Erosion and Sedimentation
control). This was to help eliminate non-point source pollution in our coastal waters. The former Council
approved use of tfiose funds for an emergency expense unrelated to the grant. I know this is common practice
and I am assuming this is allowed as long as Chapter 10 is revised in accordance with the grant.
Therefore, I would hope that a small audit would show that $2 million was either spent on the Pepeekeo
Community Association neighborhood center or, in the case of an outstanding balance, funds from the general
fund could be recommitted to help finish the facility sometime in the near future. It is clear that the members of
the Pepeekeo neighborhood are enthusiastic, energetic, and fully willing to be responsible parties as best they
can to help maintain facilities in their community. The $330,000 promised by Continental Pacific, LLC to help
the community will not be sufficient to finish the community center's facility as planned and would need to be
augmented in any case.
