The Hawaii Island Humane Society will be doing random patrols in your neighborhood to educate people anc
explain pertinent animal laws in an effort to help reduce the problems as they relate to people and their animals
The following is an explanation of some of the county ordinances as they relate to the care and ownership of animals
as of July, 2000.
DOG LICENSE. All dogs in the county o(Hawaii are REQUIRED to wear a license at all times (even if it never leaves your
propertyl.
CAT I.D. Cats should wear I.D. tags (available at HIHS1 and can also be microchipped by your veterinarian.
LOOSE ANIMALS:
HCC 430 PENALTY FOR PERMITTING A DOG 70 STRAY
In addition to other penalties listed in this chapter, the owner of any dog which strays upon any public
lands or the private lands of another shall be fined $25, $50, $75, $500. a
DEFECATION & NUISANCE PROHIBITED HCC 4-19: It is unlawful to allow your pet to defecate or
cause any nuisance on any public street or private property without the permission of the property
owner ;
If you are having a problem with loose animals in your neighborhood, ou should:
1) Make a reasonable attempt to locate the owner of the animal(s) and work out the problem,
2) Work with your neighborhood association to encourage everyone to comply with
` animal regualfions,
' ~ ~ 31 Confine the animal and drop it off at the shelter or call the Humane Society
e ' to pick up the animal.
= 41 Borrow a cai/dog trap from the Humane Society IS25/$50 deposiil, once the animal is

- trapped, bring it to the shelter. -
NOISY DOGS HCC 4-24: It is unlawful to allow your dog fo make any noise continuously or incessantly for a period of
ten rnintues or intermittently for a period of twenty minutes Iday or nightl.
If you are having a problem with a noisy dog(s) in your neighborhood, you should:
ll Make reasonable attempts to work with the owner/keeper.
21 Notify the police.
CRUELTY 771-1700: You must provide adequate food, water and shelter and keep the shelter reasonably clean and
free from excess waste and other contaminants.
SECTION 771-1109: Ii is cruelty to animals if a person overworks, tortures, torments, beats or starves or deprives a pet of
fcod or water; mutilates, poisons or kills without need any domestic animal; or is in'any way involved in cock or dog

J~NY CRUELTY VIOLATIONS SHOULD BE REPORTED TO US IMMEDIATELY.
PENALTIES AND FINES: Animals can be impounded and owners can be issued ciPations and fines for the
above violations in amounts ranging from $10 to $1000 including imprisonment for some offenses.
F YOU LOSE YOUR ANIMAL, CONTACT THE HAWAII ISIAND HUMANE SOCIETY IMMEDIATELY. IE YOU HAVE A PICTURE OF YOUR PET, BRING
IT TC THE SHELTER SO IT CAN BE ATTACHED TO THE LOST REPORT.
SPAY/NEUTER
• A fertile female dog can produce 2 litters per year of approximately 6-10 puppies per litter.
In six years one female dog and her offspring can be the source of 67,000 puppies.
• One fertile female cat can produce 3 litters per year of approximately 4-6 kittens per litter.
In just seven years, one female cat and her young can produce 420,000 kittens.
• There is theoretically no limit to the number of offspring male dogs and cats can produce.
• The Big Island has a population of approximately 130,000 people.
