As President of the Kona Paradise Property Owners <br /> <br /> Association, I became involved with the Animal Control Task Force through <br /> Neighborhood Watch and Solutions. Numerous, serious problems within my <br /> community and lack of response from the Police Department and Humane Society <br /> prompted my task force choice. <br /> I am sure you will hear the stories of atrocities (related to animal <br /> control) that take place daily on our island, and I won't waste your time <br /> <br /> with more stories. The bottom line is this, we need to find solutions to <br /> these problems. Frustration within my community has reached the boiling <br /> point largely because of the widespread belief that the enforcement agencies <br /> will not assist or enforce. As a result, people are taking matters into <br /> <br /> their own hands thereby inflicting needless cruelty. It is only a matter of ` <br /> time before someone sues the neglecting agency or seeks retribution. This <br /> is a time bomb about to explode. <br /> The Animal Control Task Force recognized weaknesses in the current animal <br /> control ordinances which either prevented timely enforcement or made them <br /> not worth prosecuting. I recognize this current draft is not perfect, but <br /> it's a start. I expect that we will continue to review and change the <br /> ordinances to address any deficiencies. The residents of this island need <br /> relief now. We have worked for two years on the document that is before you <br /> today. Please do not make us wait.
