Dear Committee Members,
As chair person of Solutions: Neighborhoods In Action and member of the Animal
Control Task we have been working on many problems, issues and concerns with
animals in the county of Hawaii. Many community members are disillusioned by the
lack of response from the Police Department and Humane Society which has
prompted me to support the efforts of the Animal Control Task Force to look into the
current Animal Control Ordinances
Many island residents are taking issues into their own hands every day, it's not just
once or twice a year, to rid the barking or stray dog. All of you have heard and read
stories about the irresponsibility of animal owners and I don't need to give you
another. Many neighborhoods are at their wits end with the widespread belief that
the enforcement agencies will not assist or enforce. Many of us cannot talk and take
actions calmly. It is a matter of time this epidemic will blow out of portion and an
agency will be facing a lawsuit. There are two incidents in my neighborhood that
have the potential of heading down that road.
The Solutions Animal Control Task Force has realized that the current animal control
ordinances are weak to the point of not worth prosecuting let alone enforce. The
current draft before you has been reviewed by the task force and consensuses were
made in the changes you see. This document has been a work in progress for two
years and will continue to be until all the deficiencies in the ordinances are rectified.
Please vote yes on the proposed changes in the document that's in your hands. This
will give our community members and law enforcement agencies a much better
improved document to work with in controlling our animal problems.
