Your Committee on Finance, to which was referred Bill No. 26, reports as follows:
Bill No. 26, transmitted by Director of Finance William'Fakaba, via Communication No. 80,
dated January 18, 2005, amends Ordinance No, 04-74, as amended, the Operating Budget,
ending June 30, 2005. The amendment is as follows:

3305.23 State Grants -Product Development General $50,000
Program
To:
010-161-5162.99 Product Development Program -State General $50,000
The Department of Research & Development will be receiving additional funds from the State of
Hawaii -Hawaii Tourism Authority for its Product Enrichment Program. Specifically, the
funds will be used in calendar year 2005 to support and improve the tourism product
development initiatives and projects.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County
Charter, the Mayor is already authorized to apply for, receive and expend the funds for this
program identified in the Operating Budget.
Jane Testa, Director of Research and Development, explained that since the Deputy Director's
position has not been filled, funds for this position would be used for the County match.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 26 and
recommends it pass first reading.
