Their current copier is being constantly repaired, and a copier with current technology will allow the staff to increase their productivity and to keep up with increasing demands. FOR "THE HANAMA PLACE OFFICE BUILDING From Finance Director William Takaba, dated February 8, 2005, transmitting the above resolution. 'The County of Hawaii leases 10,100 sq. ft. of office space at the Hanama Place Office Building in Kailua-Kona for various departments. 'The proposed new lease will require the County to pay $278,133.44 per year, or $2.29 per sq. ft. per month, which includes the cost of common area maintenance. (Bill 38) RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2004 TO JUNE 30, 2005 (adds the Public Works, Hilo Bay Modeling project for $250,000) From Finance Director William Takaba, dated February 15, 2005, transmitting the above bill. Under a Cooperative Agreement with the U.S. Army Corps of Engineers' Planning Assistance to States program, this project involves the development of a computer model of Hilo Bay that can be used to investigate the viability and effectiveness of modifications to the Hilo Breakwater or other alternatives that will improve the water quality and circulation of Hilo Bay. OI~ GENERAL OBLIGATION BONDS FOR THE PURPOSE OF FINANCING VARIOUS PUBLIC IMPROVEMENTS FOR THE COUNTY OF IIAWAI'1 From Finance Director William Takaba, dated February 16, 2005, transmitting the above bill. As of June 30, 2004, there were approximately $1 1.8 million of unspent proceeds from the County of Hawai`i's 1999 general obligation bond issuance. The Bond Council is concerned about these unspent funds, which could jeapordize the County's ability to borrow in the future. Bond Ordinance 99-41 restricted the use of bond proceeds to specific projects and amounts noted within the text of the ordinance; however, the projects identified did not always match with projects that were ready to go forward, resulting in unspent bond proceeds. There are currently CIP projects which are in progress and ready to start, but are lacking 1"unds. "Phis bill will amend a previous bond ordinance in order to allow the use of Hie remaining funds for any appropriated projects. Comm. 121: i1N ORDINANCE TO AMEND ORDINANCE NO. 04-74, AS AMENDED, I'HI; (Bill 40) OPERA~FING BUDGET FOR THE COUNTY OF HAWAI`1 FOR THE FISCAL YEAR F,NDING JUNE 30, 2005 (by increasing the General Fund's Fund Balance of the Previous Year account by $1,704,750 and appropriating it to various departmental and miscellaneous accounts) From Finance Director William Takaba, dated Eebruary 16, 2005, transmitting the above bill. Of the General Fund Fund Balance of $6,697.734.37 certitied by the Mayor on October 7, 2004, an appropriation of $4,042,488 to various accounts has already been approved by the Council in order to meet County needs. 'Phis bill is a result of meetings between the Administration and Councilmembers, in which there were no special requests from the members for projects; however, several members mentioned County Building repairs as a priority. Some of the remaining funds arc proposed to be transferred to CIP to support those renovations. Attaches a list of the Administration's Fund Balance proposals showing a breakdown of the appropriations and a brief explanation on how the funds will be used. FG6 Page 4 February 2K. 2005 Comm. 122: AN ORDINANCE AMENDING ORDINANCE NO. 04-75, AS AMENDED, (Bill 41) RELATING TO PUBLIC IMPROVEMENTS AND FINANCING'FHEREOF FOR THE FISCAL YEAR JULY 1, 2004 TO JUNE 30, 2005 (adds the Encapsulated Asbestos Removal and Air Conditioning Upgrade at County Building project for $1.5 million) From Finance Director William Takaba, dated February 16, 2005. transmitting the above bill. This project includes the removal of encapsulated asbestos from existing root trusses as well as asbestos that has migrated from the roof trusses to the f first floor ceiling space of the County Building; the replacement of all air conditioning units with new energy efficient units and cleaning and insulating the existing air conditioning ducts; and replacing the existing ceiling tiles with new ones.
