Your Committee on Finance, to which was referred Resolution No. 40-05, reports as follows:
Resolution No. 40-05, transmitted by Director of Finance William Takaba, via Communication
No. 90, dated January 27, 2005, creates thirty (30) police officer III (temporary) positions for the
Hawaii County police department.
The present reallocation process involves numerous personnel and payroll forms being generated
and passed between the departments of finance, civil service, and police and the office of
management for screening, acquiring approvals, and processing. The creation of these thirty (30)
police officer III (temporary) position will allow the police department to temporarily assign
qualified individuals to the field training officers (FTO) positions via the payroll process, will
provide more Flexibility in starting and terminating the FTO positions, and will reduce the
amount of paperwork and time on the part of all departments involved with the current process.
Pursuant to Article V, Section 5-1.3(c), Hawaii County Charter, states that the Mayor has the
power to "Create positions...for which appropriations have been made by the council and
abolish positions with the consent of the council".
Your Committee on Financc is in accord with the purpose and intent of Resolution No. 40-OS
and recommends its adoption.
