HomeMy WebLinkAboutRES 055 Draft 01 2004-2006 rr or COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 55 05 RESOLUTION REQUESTING A STUDY OF "fHE FEASIBILITY OF A WAIKOLOA CURBSIDE RECYCLING AND "CRASH PICK-UP PROGRAM WHEREAS, the Update to the Integrated Solid Waste Management Plan identified recycling as a major activity to help the County reach its goal to divert 45% of all solid waste that would otherwise go to a landfill by 2008; and WHEREAS, in 1969 the State Land Use Commission (LUC) in Condition No. 4 of LUC 722, Docket No. A89-637, required that Boise Cascade, the predecessor of Waikoloa Land Association which created the Waikoloa Community Association, provide "solid waste facilities as may he required by and to the satisfaction of the County of Hawai'i;" and WHEREAS, the condition imposed by the LUC has not been fulfilled yet; and WHEREAS, the Waikoloa Village community has three major developments that are approved and proceeding at this time, the results of which will double the number of households in the next 10-15 years; and WHEREAS, a pilot project for a recycling program in Waikoloa Village would provide beneticial information for other communities island-wide, and WHEREAS, the Waikoloa Community Association, through its Board of Directors, has voiced support to work with the County for mutual benetit, and NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Department of Environmental Management is requested to perform a leasibility analysis of establishing a curbside recycling and trash pick-up pilot project for Waikoloa Village; and BE IT FURTHF,R RESOLVED that the analysis include an implementation plan, and establish a scope of services, with the analysis to begin by October 5, 2005; and BE IT FURTHER RESOLVEll that this feasibility analysis assess the cost and effectiveness of voluntary and mandatory participation; and BE IT FURTHER RESOLVED that this feasibility analysis assume that participants would need to separate types of recyclable refuse from other types and other refuse, and SE IT FUI~TI-IEI~ ICES®L,VED that this feasibility analysis consider the role that would be played by private business in implementing the pilot program to collect, store, sell, or transport the recyclable refuse, and BE IT FUIdTIIEI~ I3ES~sLVED that Department of Environmental Management submit this feasibility analysis to the Council and the Mayor.
