Dear Chairman Safarik and Council Members:
It is my pleasure to nominate the following individuals to the county of Hawaii Police Commission:
Council ®istrict 2 - Ms. Anita T. Politano Steckel is a 41-year resident of Hawaii. Ms. Steckei is a
retired educator and social worker. She currently is involved with tree Fast Hawaii Cultural Center, the
Lyman House Museum, and is on the Parish Council at the St. Jose:ph's Church. She is a community
organizer for the Friends of Downtown Hilo and is a past member of the Outdoor Circle. She states that
she is not affiliated with any political party and if confirmed, will serve a term to expire on December 31,
2009. She will replace Mr. Peter Muller whose term expired on December 31, 2004.
Council ®istrict 4 - Mr. Louis Kaoiwi is a lifelong. resident of Hawaii. Mr. Kaoiwi has served on many
State, Federal, and County Boards and Commissions involving veterans and the County Fire
Commission. He is a disabled veteran and served with Company B, 100th Battalion, 442 Infantry, 29th
Brigade. He still is an active member of veteran's affairs and organizations. Mr. Kaoiwi states that he is
not affiliated with any political party and if confirmed, will serve a term to expire on December 31, 2009.
He will replace Mr. Horace Hara, whose term expired on December 31.2004.
Council ®istrict 7 - Mr. Melvin S. Morimoto is a lifelong resident of Hawaii and currently serves as a
Historic Site Manager for the Kona Historical Society. Mr. Morimoto currently serves as a Director for the
Kona Cultural Festival and the Kona Hongwanji Mission. He also is; the president of the Kona Hongwanji
Mission, Shinwa Kai and Taiko Group. He states that he is not affiliated with any political party and if
confirmed, will serve a term to expire on December 31, 2009. He will replace Mr. Dwight Manago whose
term expired on December 31, 2004.

POLICE COMMISSION

Purpose: Appoints Police Chief. Reviews budget prepared by the Chief
and may make recommendations to the Mayor. Receives,
considers and investigates charges brought by the public against
the department or any of its members and submits a written
report of its findings to the Chief. Advises the Chief on police
community relations. Submits an annual report to the Mayor,
Managing Director and the Council.
Authority: Hawaii County Charter, Section 7-2.2 (in accordance with Hawaii
Revised Statutes, Section 52).
Appointment: Mayor with Council approval. Normal five year staggered terms.
Full Membership: Nine members.
Specific Representation: One member from each Council District.
Requirements: No more than five may belong officially to same political party.
Meetings: Meetings are the third Friday of each month, 9:00 a.m., at
various places around the island that are accessible to the
public.
Financial Disclosure: Members must file Financial Disclosure within 20 working days
of taking the oath of office. Thereafter, annual disclosures must
be filed on or before January 31. The disclosures are
confidential and will be kept on file by the Board of Ethics.
County Code, Chapter 2, Section 2-91.1.
Reappointment: Following the expiration of a term, no member may be
reappointed for at least two years.
Qualities: Respected by the community as being community-minded and
oriented. Able to focus on the community needs as a whole
without catering to special or self-interest.
