The Federal's share along with the County's share of $129,000, which will be provided though funds from unfilled positions, will be used to purchase a Mobile Live Fire Training Unit. This unit, commonly referred to as a "burn trailer", will be utilized in basic firefighter training for both department personnel and volunteer firefighters. Enclosed is a resolution to authorize the Mayor to enter into an agreement with the Department of Homeland Security and the Office for Domestic Preparedness. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating $301,000 to the Assistance to Firefighters account. REQUEST: Prepare a resolution authorizing the acceptance of a federal grant from the Department of Homeland Security and the Office for Domestic Preparedness, FY 04 Assistance to Firefighters program, of $301,000. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)' The Hawaii County Fire Department submitted an application for the FY 04 Assistance to Firefighters grant program, of the Department of Homeland Security and the Office for Domestic Preparedness. Notification of approval of the application was received on February 18, 2005. The approved project cost is $430,000. The Federal share is 70 percent or $301,000 of the approved amount, and the County of Hawaii share is 30 percent or $129,000. (The County share may be provided in the current fiscal year, by funds in the Fire Department's budget earmarked for positions, presently unfilled.) Funds will be used to purchase a Mobile Live Fire Training Unit, commonly referred to as a "burn trailer". The specifications of this forty-eight feet long trailer are: collapsible second story, interior movable walls, pitched roof ventilation prop, full internal staircase, two gas-fueled fires with interchangeable multi-props, flashover simulator, rollover simulator, smoke generator system, twelve KW generator 2x100 gallons propane tanks and thermal insulation. The unit will be utilized in basic firefighter training for both department personnel and volunteer firefighters.
