Re: Operating Budget
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating
$23,450 from the Fund Balance Reserved for Liquor Control account to the Department of
Liquor Control's OCE, equipment, and public programs accounts. These funds will be
used to purchase a sound level meter and an I.D. digital camera system; to contract with a
vendor to install a fiber optic connection to the County's Local Area Network; and to
conduct programs to promote compliance to liquor laws.

The Department of Liquor Control would like to appropriate $23,450.00 from our Fund Balance
Reserve Account #3609.09 and apply it to the following accounts:

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDEDI~
We would like to purchase a sound level meter for the East Hawaii Enforcement Division. At
present they are using a Quest Level Sound meter that was purchased in 1992. The sound meter is
no longer able to give out accurate readings and parts are no longer available.
We would like to purchase an LD. digital camera system: This system will allow us to process
applicants for the creation of durable over-the-counter identification cards. It will enable us to
store, print, archive and retrieve images and information pertinent to our examination process. At
present, this process is being done manually. We currently process 1200 LDs annually and will be
updating 5,000 cards.
We would like to contract a vendor to install a Fiber Optic Connection to the county's land area
network. This will enable us to have connectivity with other agencies, intemet, E-mail program,
County Databases, Wang, and on-line connectivity (no dial up) between Kona and Hilo Liquor
Control offices.
We are also requesting funds from our fine monies for programs to promote compliance to liquor
laws. Programs would include education, youth, enforcement, public service announcements, and
promoting responsible drinking and driving.
