Gary Safarik Chairman and Council Members Hawaii County Council - Hawai'i County Building - Hilo HI 96720 SUBJECT: Traffic Code Amendment Ali' i Drive: Freight Loading Zones and Passenger Loading Zone The Department of Public Works authorized four (4) temporary loading zones along Ali'i Drive on December 21, 2004 to address the lack of loading zones within Kailua Village. These were done under the 90-day authority of the Hawaii County Code, Section 24-1 I and this authority ends on March 18, 2005. The loading zones were monitored and were favorably accepted by the Kailua Village Merchants Association and six delivery services. (See two attachments for their comments). We are making field changes by adding permanent "No Parking" signs and will be starting a new 90-day period, which will end on June I5, 2005. A location map is attached. I requested a letter of support from him (i did not receive letter at the time of submittal). 2-]-OS Kailua Village Merchant's Association MnrieAguilar stated that there has been noting negative about the loading zones, and will draft and send a letter of support (attached) for our records. Anheuser Busch: Lett a message for Bob Elliott to call me back. Better Brands: Steve wanted the time limit changed on the freight loading zone adjacent to Waterfront Row. Ron stated that the freight loading zone across from Uncle Billy's has been really helpful, and that illegal parl<ers have not been a problem. He also would like to see the time limit changed on the loading zone Ironting Waterfront [Zow. Coca Cola: Left a message to have manager to call me back. Paradise Beverayes: Left a message for Robby. Pepsi: Moans said that the new loading zones do not help her because the areas she needs to deliver to are to the north and south of the new zones. She delivers to the ABC store across from the pier (near Kona Galley). She confirmed that there is an existing loading zone in this area, but when full, she has to park across the street. She would also like to see more enforcement of Che Waterfront Row loading zone. Southern Wine and Spirits: James Torres stated that the loading zones, particrdarly the one across liom Uncle Billy's, have been helping. Ile delivers to the Kona Galley Restaurant and finds that the existing zone is not always available. He suggested putting one in across the street at the pier. Suisan: Snffi•ey Tnjon out of the Hilo office stated that the additional loading zones have been very helpful He is especially pleased with the loading zones across from the seawall. Hata: Patrick stated that he has not had any complaints and that the loading zones near the seawall have been helpful For their deliveries. 2-2-OS Coca-Cola: Jason Young returned my call and stated that the loading zones have been very helpful. The only negative was the fact that additional enforcement may be needed to keep people from parking in the loading zone across from Uncle Billy's. His deliveries usually take place from 6:30 am - 8:00 am. 'they have 38' long delivery trucks, which he says are the largest trucks that make deliveries in the area. He will send in a letter of support for our records. With the addition of these loading spaces within the village, a definite improvement with unloading has occurred. Many merchants and restaurants are pleased with the allocation of these spaces for their deliveries. The comments from delivery drivers have also been very positive. We recommend that these loading zones be made permanent and that the County of Hawaii make plans to have the County Council approve these new loading zones. We sincerely appreciate xhe attention to this problem on Alii Drive. The current modifications that have been made during this trial run period are a welcome sight and so badly needed. 1 would be in complete support to have them made a permanent part of Alii Drive_ The County's support for this change is much appreciated.
