Dear Chairman Safarik and Council Members:
It is my pleasure to nominate the following individuals to the County of Hawaii Water Board:
Council District 1 - Ms. Millie Kim is a lifelong resident of Hawaii and is currently a Public
Affairs/Community development Consultant. She also serves on the State Foundation on Culture
and the Arts. Ms. Kim is also a past director of the County of Hawaii Department of Research
and Development. She states that she is not affiliated with any political party and if confirmed,
will serve a term to expire on December 31, 2009. She will replace Mr. Earl Nakashima, whose
term expired on December 31, 2004
Council District 3 - Ms. Paula Z. Helfrich is a 35-year resident of Hawaii and serves as the Chief
Executive Officer for the Economic Development Alliance of Hawaii. She is a member of the
Hawaii Horse Owners Association, Hawaii Public Radio and the HELCO Integrated Resource
Planning Program. She has also served on the State Foundation of Culture and Arts. Ms.
Helfrich states that she is a member of the Democratic Party, and if confirmed will serve a term to
expire on December 31, 2007. She will replace Mr. Leonard Tanaka who has resigned.
Council District 9 - Mr. Riley W. Smith is a 50-year resident of Hawaii and is currently with
Parker Ranch. Mr. Smith serves as president of the Waimea Community Association, Director of
the Kona Kohala Chamber of Commerce, past Deputy Director of the County of Hawaii
Department of Public Works, and past president of the North Hawaii Rotary Club. He is a
member of the American Water Works. Mr. Smith states that he is not affiliated with any political
party and if confirmed, will serve a term to expire on December 31, 2009. He will replace Ms.
Pamela Hons whose term expired on December 31, 2004.

WATER BOARD

Purpose: To manage, control and operate the County waterworks; adopt
rules and procedures relative to the operation, preservation and
protection of the waterworks; to adopt annual operating and
capital budgets for the Department of Water Supply; make
decisions relating to the acquisition of property and issuance of
revenue bonds.
Authority: Hawaii County Charter, Section 8-2.
Appointment: Mayor with Council approval. Normal five year staggered terms.
Full Membership: Nine members.
Specific Representation: One member from each council district.
Requirements: No more than five members may belong officially to the same
political party.
Meetings: Normally, fourth Tuesday of each month for 1-2 hours, beginning
at 10 a.m. in Hilo, or occasionally in outlying area.
Financial Disclosure: Members must file Financial Disclosure within 20 working days
of taking the oath of office. Thereafter, annual disclosures must
be filed on or before January 31. The disclosures are
confidential and will be kept on file by the Board of Ethics.
County Code, Chapter 2, Section 2-91.1.
Reappointment: Following the expiration of a term, no member may be
reappointed for at least two years .
Qualities: Respected by the community as being community-minded and
oriented. Able to focus on the community needs as a whole
without catering to special or self-interest.
