Dear Chairman Safarik and Council Members:
It is my pleasure to nominate Mr. William J. Sanborn of Council District 9, to the
County of Hawaii Environmental Management Commission. Mr. Sanborn is a
lifetime resident of Hawaii and currently is a Mortgage Banker with the
Homestreet Bank. He has served on the County Salary Commission and is
affiliated with the following organizations: Rotary Club of North Hawaii (past
president), North Hawaii Public Safety Committee (member), Governor's West
Hawaii Liaison Board (member) and Peoples Advocating Trails Hawaii
(member). Mr. Sanborn states that he is a member of the Republican Party. If
confirmed, he will serve a term to expire on December 31, 2009. He will replace
Mr. Riley Smith whose term expired on December 31, 2004.

ENVIRONMENTAL MANAGEMENT COMMISSION

Purpose: Advise the department on waste reduction strategies, recycling,
litter control, community involvement, and other issues related to
the functions of the department, and shall exercise any other
powers related to the functions of the department delegated by
ordinance.
Authority: Hawaii County Charter, Section 6-5.5.
Appointment: Mayor with Council approval.
Normal 5-year staggered terms.
*Mayor appoints department director with Council approval.
Full Membership: Nine members.
Specific Representation: One member from each council district.
Requirements: No more than five shall belong officially to the same political
party.
Meetings: No specific requirements.
Financial Disclosure: Members must file Financial Disclosure within 20 working days
of taking office. Thereafter, annual disclosures must be filed on
or before January 31. The disclosures are confidential and will
be kept on file by the Board of Ethics. County Code, Chapter 2,
Section 2-91.1.
Reappointment: Following the expiration of a term, no member may be
reappointed for at least two years except for one and two year
"termers."
Qualities: Respected by the community as being community-minded and
oriented. Able to focus on the community needs as a whole
without catering to special or self-interest.
