Re: Capital Budget
The Waikoloa - Ho`oko Street Park project, previously appropriated, entailed construction
of a new pavilion with restrooms; an approved wastewater treatment system, a parking lot
with accessible parking; on-site drywells, recreational field expansion with grading,
grassing and irrigation; realignment of the perimeter chain link fencing; site landscaping
and irrigation; accessible routes; and an extension of Ho`oko Street with associated
infrastructure and utility improvements.
Enclosed is a bill for an ordinance adding the Waikoloa - Ho'oko Street Park project for
$200,000 to this year's Capital Budget. These additional funds are required to enable
power to be supplied to the park to provide both functional and security lighting for the new
pavilion, restrooms and parking lot that were in the original contracted scope of work.

A. REQUEST:
To create a CIP account: Waikoloa - Ho'oko Street Park and appropriate $200,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Council action is needed to create an additional appropriation for our Ho'oko Street
Park Project. These additional funds are required to enable power to be supplied to
the park to provide both functional and security lighting for the new pavilion, restrooms
and parking lot that were in the originally contracted scope of work. Without these
additional funds, park use must be limited to daylight hours with bright sunlight,and,
due to the absence of parking/security lighting, would be more vulnerable to after-
hours loitering, vandalism and other illegal activities.
The original construction budget for the Waikoloa Park (Ho'oko) Improvements Project
(County Job No. B-3590) was $550,000. The low bid amount (for the basic bid portion
of the project only) was $708,581, which did not include improvements to, and the
extension of, Ho`oko Street amongst other planned improvements (an additional
$722,804). In order to award the basic bid portion of the project and provide the
Waikoloa community with basic park amenities, other sources of funds were applied to
enable the contract as well as to cover the additional water system improvements
required by the local utility, West Hawaii Water Company.
The balance of these funds will be held in contingency to cover future change orders
that may arise during construction due to unforeseen conditions as the originally
planned contingency was utilized to cover the contract award and first change order.
