Re: Capital Budget
Enclosed is a bill for an ordinance adding the Queen Lili'uokalani Large Capacity Cesspool
Replacement project for $500,000 to this year's Capital Budget. This appropriation is to
increase the existing project's appropriation for the design in order to connect the Queen
Lili'uokalani Subdivision, which is currently serviced by large capacity cesspools, to the
County Sewer System via Kealaka'a Street and Kealakehe Parkway.

A. REQUEST:
Amend Ordinance 04-75 to include the following wastewater public improvement project to be funded by
general obligation bonds:
Queen Liliuokalani Large Capacity Cesspool Replacement $500,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Project Data/Financial Impact Statement is attached.
This appropriation is requested to increase the existing appropriation for the design in order to connect the
Queen Liliuokalani Subdivision, which is currently serviced by Large Capacity Cesspools, to the County
Sewer System via Kealakaa St. and Kealakehe Parkway. Removal of the Large Capacity Cesspools is a
legal mandate under 40CFR144-G.
Connection of the Queen Liliuokalani subdivision to the County Sewer System (in lieu of the original proposal
of replacement of the Large Capacity Cesspools with Septic Systems) has the advantage of providing a
means of Large Capacity Cesspools removal for Kealakehe Elementary and Intermediate Schools and the
connection of several subdivisions along the proposed route.
