Re: Capital Budget
Enclosed is a bill for an ordinance adding the Honokohau Harbor Effluent Reuse project for
$3,000,000 to the Capital Budget. The Kealakehe Wastewater Treatment Plant (WWTP)
was originally built with the intent that the primary means of effluent disposal would be
reused as irrigation water since it was recognized that wastewater effluent was a valuable
water resource. Installation of this effluent reuse line will be installed from the Honokohau
Harbor to Henry Street in conjunction with the State of Hawaii Department of
Transportation's Queen Ka'ahumanu Widening Project. This is in conformance with the
County of Hawai'i's Effluent Reuse Master Plan to provide Effluent Reuse water to areas in
the vicinity of the Kealakehe WWTP.

A. REQUEST:
Amend Ordinance 04-75 to include the following wastewater public improvement project to be funded by
general obligation bonds and the State Revolving Fund.
Honokohau Harbor Effluent Reuse $3,000,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Project Data/Financial Impact Statement is attached.
This appropriation is requested to design and construct an Effluent Re-use Line to Honokohau Harbor as
required by a Consent Order.
The Kealakehe WWTP was originally built with the intent that the primary means of effluent disposal would
be reuse as irrigation water since it was recognized that wastewater effluent is a valuable water resource.
Installation of the Effluent Re-use Line will be accomplished in conjunction with the State of Hawaii
Department of Transportation's Queen Kaahumanu Widening Project and will be installed from Honokohau
Harbor to Henry Street as a part of their project and in conformance with the County of Hawaii's Effluent
Reuse Master Plan (February 1999) to provide Effluent Reuse water to areas in the vicinity of the Kealakehe
Wastewater Treatment Plant.
The State of Hawaii's Queen Kaahumanu Widening Project is currently out to bid and delaying installation of
the Effluent Reuse infrastructure will result in substantially increased construction costs as well as a major
inconvenience to the public.
