Presently, there is no weekend coverage at this district's only County gymnasium. By reallocating and increasing the time element of this position, more recreational activities can be offered during the evenings and on weekends. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): No weekend coverage at the district's only County gymnasium. By reallocating to Recreation Technician III, staff can work alone, offer more recreational activities dw-ing the evenings and weekends. The Kailua Complex is the most utilized facilities in the County. It parallels the Hoolulu Complex in useage by various groups such as the University baseball and basketball; BIIF baseball, soccer, football, basketball, volleyball; AYSO; adult softball leagues,'Pop Warner; Semi- Pro football; Little League; Horse League; Semi-Pro baseball; adult soccer', tennis clubs; senior softball; Mexican spaedball,''auto shows; boxing/wrestling events; circus, etc. S[GNED: ~C~~~ ZI~C'~ PA RICI G. Give reasons how new duties arose (statutes enacted, ordinances, newly authorized programs, basis for increased workloads, etc.): No Recreation Staff to cover weekends at busiest facility. The only county gym in the district will increase hours as well as the services provided to the community. Broader age groups and diverse activities can be planned and carried out with a full time work schedule. Because of limited hours and improper class title, only a small percentage of the youngsters in the community can be serviced. 2. If reallocation, list only new duties. (Example: 1) Takes dictation 40%; 2) Keeps office accounts 30%; etc.): Plans (30%), organizes (20%) and conducts (50%) a variety of recreational activities in support of a planned recreation program. Assists in planning, organizing and conducting District/County wide special events such as tournaments, festivals, Halloween Haunted House and other community activities. Recruits personnel to assist with and participate in programmed activities. 3. How will assignment of new duties increase efficiency/effectiveness of operations? (Use productivity measurements where possible.): Will permit Recreation Technician to work unsupervised on weekends while providing additional gym hours and programs to community. For reallocations explain why new duties at higher level are needed and cannot be assigned to classes at higher level or handled in other way such as short term contracts, etc.: Classes at higher level are already working at capacity and cannot work seven days per week. With this addition, because of vacation schedule, the facility (Gym) will be closed on weekends when this person goes on vacation or is sick. No short term contract worker could control this entire complex without the incumbent's expertise and willingness to go the extra distance. 5. Alternatives that were considered in lieu of the proposed changes: (Have technological changes been considered?) The public would not tolerate closing this very busy facility. Many youth leagues compete on Saturday and Sunday. Technological changes will not assist in manpower coverages. b. Was reallocation or reclassification budgeted and if not, why were manpower needs not planned through budgetary process? No, the ever increasing demand and ongoing programs indicates a need for full time staffing to include weekends. 7. List other rationale or pertinent statements and data: Able to provide program diversity for children on weekends to go to learn crafts, sports, etc. and to extend programs and services to the community. Because of the limited hours, staff is only able to provide programs for a select age group at any given time. The additional staffing gives the community a safe, good clean recreational location with responsible supervision.
