RESOLUTION NO. 61 435
RESOLUTION AUTHORIZING THE RECEIPT AND EXPENDITURE OF STATE
FUNDING APPROPRIATED BY THE STATE LEGISLATURE PURSUANT TO
ACT 40, SESSION LAWS OF HAWAII 2004, FOR COMMUNITY ADOLESCENT
DRUG PREVENTION PROGRAMS AND OTHER COMMUNITY ANTI-DRUG
EFFORTS AIMED AT PREVENTING ICE USE ON THE ISLAND OF HAWAII
WHEREAS, the State of Hawaii Legislature enacted Act 40, Session Laws of Hawaii 2004,
which appropriated, in part, funds for community adolescent drug prevention programs and other
community anti-drug efforts aimed at preventing ice use on the Island of Hawaii; and
WHEREAS, Act 40 appropriated, in part, $100,000 to fund grassroots community efforts to
sustain its anti-drug campaigns; provided that no single nonprofit entity shall receive more than
$5,000; $380,000 for community adolescent drug prevention programs on the Island of Hawaii;
$100,000 to fund community-based substance abuse prevention programs, with priority given to
drug education and awareness in the schools, community partnerships, and non-school youth
activities in communities with the greatest need; and $50,000 for community anti-drug efforts
aimed at preventing crystal methamphetamine use.
WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments
obtain the consent of the council to expend, and receive any funds or other assistance the federal
or state governments in connection with projects being or to be undertaken pursuant to any powers
granted by law.

prevention programs and other community anti-drug efforts aimed at preventing ice use on the
Island of Hawaii, pursuant to Act 40, Session Laws of Hawaii 2004.
