Comm. 151: NOMINATION OF DAVID A. DRURY AND JOEL GIMPEL TO THE
COUNTY OF HAWAII BOARD OF APPEALS.
From Mayor Harry Kim, dated March 3, 2005, requesting the Council's approval of
the appointments of the above-named individuals to the County of Hawaii Board of
Appeals. If confirmed, their terms will expire on December 31, 2009.
Mr. David A. Drury (Council District 4), a,fzve-year resident o~~
Hawai `i, is aself-employed consultant doing program
planning//evaluation and puhlic policies. Not affiliated with any
political parry, he will be replacing Mr. F,varts Fox, whose term
expired on December 31, 2004.
Mr. Joe! Gimpei (Council District 8), a nine-year resident of Hawai `i,
is currently retired. Not aff Bated with any political parry, Mr. Gimpel
has served on the County of Hawaii Cost of Government Commission
and Board of Ethics.
Comm. 153: NOMINATION OF MILLIE KIM, PAiJLA Z. HELFRICH, AND
RILEY W. SMITH TO THE COUNTY OF HAWAII WATER BOARD.
From Mayor Harry Kim, dated March 3, 2005, requesting the Council's approval of
the appointments of the above-named individuals to the County of Hawaii Water
Board.

Ms. Millie Kim (Council District a lifelong resident of Hawai `i, is
currently a Public Affairs/Community Development Consultant. Not
affiliated with any political party, if confirmed she will serve a term to
expire on December 31, 2009, replacing Mr. Earl Nakashima, whose
term expired on December 31, 2004.
Ms. Paula Z. Helfrich (Council District 3), a 35-year resident of
Hawai `i, currently serves as Chief Executive Officer for the Economic
Development Alliance of Hawaii. A member of the Democratic parry,
ifconfarmed she will serve a term to expire on Decemher 31, 2007,
replacing Mr. Leonard Tanaka, who has resigned.
Mr. Riley W. Smidh (Council District 9), a 50-year resident of
Hawaii, is currently with Parker Ranch. Not a~lia[ed wi[h any
political party, if confirmed he will serve a term to expire on
December 31, 2009, replacing Ms. Pamela Hons, whose term expired
on December 31, 2004.

Submitting Testimony: Those persons wishing to testify in person or by videoconference must register
with the Council/Clerk's staff. Those testifying in person and submitting written testimony at the
meeting in Hilo should bring fifteen copies of the testimony for distribution at the meeting. Those
testifying by videoconference from the Mayor's Office in Kailua-Kona, located at Hanama Place,
75-5706 Kuakini Hwy., Suite 103, should bring one copy of the testimony. Those persons unable to
testify in person or by videoconference may submit testimony (1) by mail to the County Clerk's Office
in Hilo at the above address, (2) by facsimile to (808) 961-8912, or (3) by e-mail to
