The Electrical Code has been part of the Building Industry in Hawaii County since May 22, 1947. During these past 58 years, the County of Hawaii has adopted various editions of the National Electrical Code. The last is the 1993 Edition of the National Electrical Code back in ,Lune 17, 1994. However. certain sections in the code do not apply to local construction conditions or situations. The County of Hawai°i has presented revisions to the Electrical Code amendments to the community at meetings in Hilo and Kona. The purpose of this bill is to adopt amendments to Chapter 9, Electrical Code, to address local conditions or situations. There is no increase in electrical permit fees. Significant changes to the amendments are: permits will not be required for replacing receptacles, switches and light fixtures, however, the work must still be performed by a licensed electrician; and drawings showing circuiting, light fixtures and switches for a single family dwelling will not be required for a single family dwelling, and any required permit must still be applied for by a licensed electrician. /luuvrr ~ (~rn~nm r.c an Equa7Op/~a•lrrn~7r Prn~~ider and l;inp/Deer PW&IRC - 4 Page 2 April 5. 2005 Comm. 186: AN ORDINANCE AMENDING CHAPTER 17 OF THE HAWAII COUNTY CODE, (Bill 70) RELATING TO PLUMBING From Public Works Director Bruce C. McClure, P.E., dated March 21, 2005, transmitting the above bill. The Plumbing Code has been a part of the Building Industry in Hawaii County since May 22, 1947. During these past 58 years, the County of Hawaii has adopted various editions of the Uniform Plumbing Code. The last is the 1991 Edition of the Uniform Plumbing Code back in November 8, 1993. However, certain sections in the code do not apply to local construction conditions or situations. The County of Hawaii has presented revisions to the Plumbing Code amendments to the community at meetings in Hilo and Kona. The purpose of this bill is to repeal Chapter 17, Plumbing Code, in its entirety by adopting amendments to address local conditions and situations. There is no increase in plumbing permit fees. Significant changes to the amendments are: permits will not be required for replacement or repair of garbage disposals, faucets and fixtures, to include sinks, water closets and heaters for non- commercial occupancies only, however, the work must still be performed by a licensed plumber; and permits will be required when such repairs do involve or require the replacement or rearrangement of valves or pipes, and any required permit must still be applied for by a licensed plumber. Comm. 187: AN ORDINANCE AMENDING CHAPTER 5, ARTICLE 1 OF THE HAWAI`t (Bill 71) COUNTY CODE RELATING TO BUILDING I~rom Public Works Director Bruce C. McClure, P.E., dated March 21, 2005. transmitting the above bill. The County of Hawaii is currently using the 1991 Edition of the Uniform Building Code, adopted on November 8, 1993. However, certain sections in the code do not apply to local construction conditions or situations. As part of the adoption process, the County of Hawaii has presented revisions to the Building Code amendments to the community at tour meetings, two in Hilo and two in Kona. The purpose of this bill is to repeal Chapter 5, Elrticle 1, wilding Code, in its entirety by adopting amendments to address local conditions and situations. Significant changes to the amendments are: building permit fees have been reduced for buildings under 1,400 square feet, while for buildings larger than this, the fees remain the same; a building permit will not be required for one detached single-story non-residential use type building per property, and the building cannot exceed 120 square feet of floor area and must have a height, when measured from the ground, of 12'-0" or less; Package Model Homes may be pre- approved by the Department of Public Works, wilding Division; increase the valuation of work from $1,000 to $4,000 that would require a building permit; and reduce retaining wall height from 6'-0" to 4'-0" that would require a building permit and an engineer's stamp.
