Your Committee on Public Safety and Parks and Recreation, to which was relerred
Communication No. 5.6, reports as follows:
Communication No. 5.6, dated February 17, 2005, was transmitted by Council Chair Gary Satarik. In
this communication, Mc Safarik submitted the name of Mr. Manuel S. Mattos, for consideration as the
Chair's reconunendation as the ex officio member of the Mayor's police fleet implementation working
group. pursuant to Resolution No. 52-05, which was approved in committee on February 28. 2005.
Mr. Mattos, a retired oFlicer of the Ilonolulu Police Department, stated that he is willing and enthusiastic
to serve on the working group, albeit in an ex-officio capacity. Mr. Mattos has been a resident of the
County of Hawaii for twelve years. During those twelve years, he has been active in a variety of
community causes, most recently participating in the Mayor's "Ice" Summit, representing the Pahoa
Sacred Hearts Catholic Church
Mr. Mattos stated that he had no personal involvement in the fleet study- conducted in Honolulu, but
recalls the impact created by the huge Fleet expansion of the I lonolulu Police Department that occurred
shortly alter his recruit class graduated. Mr. Mattos stated that he will be able to share his personal
experience and other knowledge gained during his twenty years of experience as a police oflicer.
Your Committee, having discussed the qualifications of Mc Mattos is in support of his appointment to the
police fleet implementation working group.
Your Committee on Public Safety and Parks and Recreation recommends the confirmation of the
appointment of Mr. Manuel S. Mattos as an es-officio member designated to represent the Counh~
Council on the police teet implementation working group.
