Your Committee on Finance, to which was referred Bill No. 38, reports as follows:
Bill No. 38, transmitted by Director of Finance William Takaba, via Communication No. 119, dated February I5,
2005, amends Ordinance No. 04-75, as amended, the capital budget, ending June 30, 2005, by adding the
following project:
PUBLIC WORKS:
I Iilo Bay Modeling 110-199-5191.29 $250,000
Funds for these projects shall he provided from:
General Obligation Bonds, Capital Projects Fund- $250,000
Fund Balance and/or other Sources
Funds will be used as the County share for a Cooperative Agreement with the U.S. Army Corps of Engineers'
Planning Assistance to States (PAS) program for the development of a computer model of Hilo Bay.
The computer model of Hilo Bay will be used to investigate the viability and effectiveness of modifying the Hilo
Breakwater and other alternatives that will improve the water quality and circulation of Hilo Bay. The model will
also he used to evaluate impacts of the alternatives to f Iilo Bay's shipping lines, port operations,
shoreline/beaches and the Bay front Highway. The PAS program is limited to $10,000 per year in funding. This
appropriation will allow the Corps to pursue this complex modeling project.
Pursuant to Section 10-6(d), Hawai'i County Charter, the council may amend the capital budget for that year with
a two-thirds vote.
Your Committee heard testimony in favor to the measure from Susan O'Neill, Mary James, Dr. Jeff Zimpfer and
Robert Betts.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 38 and recommends it pass first
reading.
