Your Committee on Finance, to which was referred Bill No. 41, reports as follows:
Bill No. 41, transmitted by Director of Finance William Takaba, via Communication No. 122, dated
February 28, 2005, amends Ordinance No. 04-75, as amended, the capital budget, ending June 30, 2005,
by adding the following project:
PUBLtC WORKS:
Encapsulated Asbestos Removal & Air 1 1 0-1 99-5 1 9 1 30 $1,500,000
Conditioning Upgrade at County Building
Funds for these projects shall be provided from:
General Obligation Bonds, Capital Projects Fund- $1,500,000
Fund Balance and/or other Sources
Funds will be used for removal of encapsulated asbestos from existing roof trusses as well as asbestos that
has migrated from the root trusses to the first floor ceiling space of the County building; the replacement
of all air conditioning air handler units with new energy efficient units, and cleaning and insulating the
existing air conditioning ducts; and replacing the existing ceiling tiles with new ones.
Pursuant to Section 10-6(d), Hawai`i County Charter, the council may amend the capital budget for that
ycarwith atwo-thirds vote.
Your Committee requested that building division he at the next council meeting as Your Committee has
questions regarding how the County has dealt with asbestos in the County building.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 41 and recommends it
pass trst reading.
