Dear Council Members: -
Remember the 2004 elections? Mayor Kim was re-elected, and the new council members from
the west side were elected on a tidal wave of enthusiasm for Kim's newly-embraced principle of
concurrency. You saw the overwhelming support for Mayor Kim's veto of the Clifto's project
expressed by citizens of the west side at the public hearing at the King Kam. Now it seems that
this notion that development must wait for the supporting infrastructure has been forgotten. Has
the logic of this idea somehow been lost?
Affordable housing and a new shopping center in Kailua-Kona is not a bad idea. The shopping
center would actually be very convenient for me, since it would reduce my driving distance in the
steadily worsening traffic jam. However it would be extremely irresponsible to approve zoning for
such a development without ironclad restrictions that prevent the developer from even breaking
ground until the necessary infrastructure is in place, by which I mean:
roads
water
sewage treatment
electricity
police
firefighters
schools
Need I point out that the proposed new development is right in the middle of the traffic jam, and
traffic will come to a standstill unless Queen K has 4 lanes from the airport to Honalo before
construction starts?
Need I point out again that the aquifer serving Kailua-Kona is overpumped and suffering saltwater
intrusion that is already endangering the health of some residents? They must not break ground
until a water supply is delivered capable of meeting all the needs of current residents AND the
new development.
How can you even think of permitting new development in K-K until we have sewage treatment
for all the homes already occupied? My waste goes into a hole in the ground, and probably finds
a lava tube right to the ocean where our keiki surf and swim. How about yours? Let's stop fouling
our nest. We need to catch up with what we've already done before we add more problems. The
developer can help install the needed sewage lines if he wants to speed things up.
Electricity still goes out every week. Maybe we should wait for the new generators at Keahole.
You know there are not enough police or firemen for the problems we've got already, and the
schools are bursting at the seams. Should we build affordable housing and tell those people they
can't have kids? Or the kids can't go to school?

Or they can go to school but they've got to crowd into a classroom with 50 kids and one teacher,
and sit on the floor.
It's got to be one of the above.
Go ahead -approve the- proposal. But please be responsible. Put conditions that nothing can go
forward until we are able to handle it. Then do your job and get the needed infrastructure in place
- please.
Your decisions should always lead to improved quality of lite for the residents here -not one that
is degraded by overcrowding and overburdening of our support systems - ne c'est pas?
It's not the current council's fault that the county is so far behind on basic services, but it is you
who have to deal with the problem. At least the county has money now, or so I read. So please
provide the necessary basic services for the developments that were approved 20 years ago
before allowing new ones to go ahead.
