LLC This is to follow up on questions raised during your committee meeting on the subject bills. In that regard, please note the following: 1. Nature of 250-Unit Rental Housing,Project (Suffolk Investment. LLCI a. One of the goals of this rental housing project is to create an integrated community. To that end, it hopes to attract all age groups (the youths to the seniors) and individuals and/or families at varying income levels. b. To accomplish that goal, while s611 addressing the affordable housing needs of this region, the applicant proposes to develop a project that will have a structural scale (2 stories) with amenities (such as a passive park, pedestrian paths) that will foster a sense of community. As reflected in the enclosed preliminary plans, the proposed 2-story structures would have 1, 2, and 3 bedrooms units. Tentatively, the living azea of these units would be 675 square feet, 805 square feet, and 1,020 square feet for the 1, 2, and 3-bedroom units, respectively. c. Ideally, the applicant would like to geaz this project to those individuals andlor families with less than 120% of the median income. Whether that is achievable still remains to be seen. In either case, a minimum of twenty (20) percent would be tazgeted at the 80% or less than median income group. 2. Traffic and Related Considerations a. The developer of the proposed neighborhood shopping center estimates that upon full build out, the project should generate a total of about 80 full-time equivalent employees. Late Honorable Councilpersons Pilago and Hoffman March 11, 2005 Page 2 such as a supermarket, restaurant, or gas station, having shift workers. At its height, the complex should have about 54 or 2/3's of the total projected number of employees. Of these 54 employees, the applicant estimates that at least 25% or 14 will come from the housing projects within the subject azea or the immediate neighborhoods, many of whom would probably walk. About 4 or 10% of the 40 employees are projected to carpool, resulting in a total of 36-38 new trips to this area. The balance of the traffic is estimated to be from vehicles already on the road traveling north or south. Using November 2001 counts, the traffic study noted that the AM and PM peak hour volumes along this sector of the Queen Ka'ahumanu Highway were 2,059 and 2,282, respectively. b. I am also enclosing a copy of a regional map, which identifies the subject properties relative to the existing and developing subdivisions in this area. A full-sized version of this map was shazed with your committee at its last meeting. As you review this map, please note: • the subdivisions that, if approved, this neighborhood center would serve. In so doing, it would minimize excess vehicular movements by these residents to the shopping areas at Keauhou to the south or Kailua to the north; and • the new mauka/makai road through this property that would connect Kuakini Highway with the Queen Ka' ahumanu Highway. This would facilitate vehiculaz movements in this sector of the Highway. c. I am enclosing a copy of my letter to the Planning Director, responding to the comments of the Police Department for your information. I have also contacted but, to date, not been successful in meeting with Major Dawrs of the Police Department. d. Finally, it is the developer's intent to develop and dedicate the main spine road to the County. As such, if the County would accept a bike path within the road right-of--way, we would be willing to install it. TMK: 7-5-17: 09 Thank you for providing additional agency comments to date on the subject matter. In response to said comments, please note the following: As recommended by the Department of Health, the applicant will have the project connect to the County's sewer line fronting Kuakini Highway. Furthermore, the consulting engineer is aware of the possible need of National Pollutant Dischazge Elimination System (NPDES) and UIC permits. As such, if needed, said permit(s) will be secured prior to commencement of any construction activity on the subject site. During construction, the applicant will comply with appropriate noise, dust, and storm runoff regulations of the State Department of Health. The Police Department's comments are well taken. This project is predicted upon the completion of a fully signalized intersection, which will also service the Pualani Subdivision. The cost of this improvement will not be home by government. It will be jointly shared between the developers of the proposed shopping complex (Puaa Development, LLC) and the developers of the Pualani Subdivision. That developer is also proposing aright-tum outbound movement from the project site to Kuakini Highway, as it believes that would help with the overall traffic circulation. This additional access, if approved, would also be available to the broader community, including the subject property. Additionally, the applicant is also proposing a new mauka-makai road between Kuakini Highway to the Queen Ka'ahumanu Highway. This roadway would go through the subject and adjoining properties mauka and makai of it. The applicant and the developer of the proposed shopping complex (Puna Development, LLC) would complete it prior to issuance of any occupancy permit for their respective projects. Thus, this and the proposed shopping complex projects (Puna Development, LLC) would help with the azea's road infrastructure.
