TESTIMONY FROM GRAHAM ELLIS FOR MARCH 16r" COUNCIL MEETING.
Gary Safarik
Chairperson,
Hawaii County Council ~ ` '
March 15`" 2005
Dear Gary and members of the County C"ouncil,
I em writing to ask your approval of the SS,Otw discretionary allocation requested
for funding of youth activities in Puna Makai.
As Chairperson of the Pahoa Weed and Seed Youth Development Committee 1
can testify to the urgent need for funds since the initial Weed and Seed grant made no
provision for funding youth activities. The drug prevention youth activities requested by
the community at the hearings organized by Lt. Gov. Aiona can only be implemented if
we are able to secure adequate funding.
We have a very active committee that has developed a strategy for improving the
availability of facilities and the range of activities for our youth. We have also established
a Youth Council with representatives from local schools and organizations.
Your County funds will be administered through the Hilo Prosecutors Office and
will be used to empower our fledgling Youth Council through a number of youth events
scheduled for April -December 2005 incl uding concerts and talent shows.
Approximately a thowand Puna youths will attend these activities while about 20
Youth Council members will gain valuahle leadership training experiences
Sincerely yours ,
Graham Ellis
Chairman
