Good morning: This testimony ~
Pertains to the August 12, 1994 flood in Waiakea Uka, Kupulau Road, and ~~„<<,
the faulty claim by Jiro Sumada that my subdivision project was responsible F~ ,
for flood damage to 3 homes below Kupulau Road.

Thank you for allowing me this opportunity to speak before you today. My ~ i 1~ ~
name is Buddy Azevedo, Although i weicomc this opportunity to address
the Council. It is not easy for me to appear before you to provide this
testimony. However,¦for the pubic good and the fact that Jiro Sumada is
being hired as a Deputy in the Department of Public Works, Jiro, the person
who nearly ruined my family and I financially along with my construction
career as a result of his incompetence. I must come forward, to speak, and
be on record. I am concerned that what has happened to me could happen to
others. I have been working in construction for 58 years and during this
time, I have completed many projects for government and the private sector.
However, never in my life, did I experience an administrator with a high
level of administrative responsibility to have such poor judgment, be
incompetent, and LIE? The transcripts of pubic record before you---relate to
my situation and support my position. Jiro Sumada's inaccurate statements
and misrepresentation are in this public text recorded at a County Council
Executive Session. His misrepresentation nearly defaced my workmanship.

respected for my work. The County Council transcripts support the
position---that I was NOT responsible for the flood damage that impacted 3
homes. On the contrary, Jiro's misrepresentation of facts claimed that I was
responsible for flood damage that caused damage to 3 houses below my
subdivision on Kupulau Road. I get upset when I think of what could have
happened to my family and me, IF HIS inaccurate statements, poor technical
judgment, and misrepresentation were believed. He blamed me for the flood
damage; he was wrong-I ain cleared. But throughout this period---I had
many restless and sleepless nights. I worried a great deal for my family.
had his misrepresentation won-at this stage of my life-my
family and I would not be able to recover financially and emotionally. To
have the level of responsibility that Jiro has as a Deputy of Public Works
takes leadership. Jiro does not possess the qualities of leadership or a record
of integrity for this position. In my situation, he exhibited poor judgement,
no integrity and incompetence. I wrote a strong letter that was printed in the
West Hawaii Today newspaper against his appointment.
This letter triggered other stories in both East and West Hawaii that
revealed other situations where Jiro did not represent the County, the
department, or his position responsibly.

There is no room at this level of county government for someone who lacks
con:pe±ence and integrity to do the public good. The taxpayers of this
County need someone who has integrity and likewise is competent to deal
with the rapid pace of development that Hawaii County is experiencing. For
the record, I believe, Jiro does not belong in this position. And it follows
that, I ask that, YOU, the County Council be on record to reconsider his
appointment.
