SUBJECT: NOMINATION TO THE NACO WIR BOARD OF
DIRECTORS
Thank you for your correspondence dated March 1, 2005 regarding Hawaii
County Council's anticipated approval of the nomination of K. Angel Pilago as the
representative to the National Association of Counties (NACo) Western Interstate
Region (V1I1R) Board of Directors. I am pleased to accept your correspondence as a
means to place Councilmember Pilago's name on the March 21, 2005 Hawaii State
Association of Counties (HSAC) Executive Committee agenda for consideration as a
nominee to the WIR Board'af Directors.
Section 56 of the HSAC Bylaws states:
There may be two (2) Directors serving on the Western
Interstate Region's (WIR) Board of Director: The Directors
shall be elected officials from a NACo member county within
the State of Hawaii. The Directors shall be nominated by the
executive committee and approved by the individual
councils. Upon appointment, the Directors shall attend a)I
posted meetings of the WIR Board of Directors. In the event
that a Director is unable to attend a posted WIR Board of
Director's meeting, the HSAC President or the Presidt~ht's
designee shall attend the meeting in the Director's pldCe,
The designee shall be an elected official from a member'
county. In accordance with Article 4, Section 2 of the WIR
Bylaws, any vacancy shall be filled by HSAC.

At the March 21, 2005 HSAC Executive Committee meeting, I will be happy to
entertain a motion to nominate Councilmember Pilago as a WIR Director. Pursuant to
this section of the HSAC Bylaws, Councilmember Pilago must be nominated by HSAC
to be a WIR Director. Should the HSAC Executive Committee unanimously approve
Councilmember Pilago's nomination, the matter will be forwarded to the four counties
for approval. Councilmember Pilago will be approved as a WIR Director if all four
counties approve his nomination.
