C6 RESOLUTION CREATING A HOUSING AND COMMUNITY DEVELOPMENT SPECIALIST V POSITION FOR THE OFFICE OF HOUSING AND COMMUNITY DEVELOPMENT WHEREAS, as part of its mission to provide affordable housing, the Office of Housing and Community Development (OHCD) was tasked with developing a housing plan to lay out a strategy for the development of for sale and rental housing affordable to residents and especially working families; and WHEREAS, the OHCD is requesting the creation of a Housing and Community Development Specialist V, SR-24, position to serve as a Housing Planner; and WHEREAS, the Housing Planner, under the general supervision of the Assistant Housing Administrator, will draft plans, long-range goals and objectives for the County and for OHCD, as requested; and coordinate and draft plans, goals, and objectives for each Division of the OHCD; and WHEREAS, this position will conduct surveys and studies to determine the demand for and the feasibility of developing new single family or multi-family housing projects; will conduct needs assessments to develop plans, goals and objectives for the OHCD; and will assist with the negotiation and implementation of affordable housing conditions; and WHEREAS, the initial funding for this position will come from the County's Housing Revolving Fund; and WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor has the power to "Create positions...fortyhich appropriations have been made by the council...".
