Re: Resolution Creating a Position
Enclosed is a resolution creating a Housing and Community Development Specialist V position for
the Office of Housing and Community Development (OHCD). This position will serve as a
Housing Planner and will draft plans, long-range goals, and objectives for the OHCD. The
Housing Planner will also conduct surveys and studies to determine the demand for and the
feasibility of developing new single family ormulti-family housing projects; will conduct needs
assessments to develop plans, goals and objectives for the OHCD; and will assist with the
negotiation and implementation of affordable housing conditions.
This position is listed as a new position in the proposed Operating Budget for FY2005-06,
however, the OHCD wishes for it to be created in this fiscal year with continued funding in next
fiscal year's budget.

As part of its mission to provide affordable housing the OHCD was tasked with developing a housing plan to
lay out a stategy for the development of for sale and rental housing affordable to residents, and especially
working families.
The Housing Planner, under the general supervisor of the Assistant Housing Administrator would draft plans,
long-range goals and objectives for the OHCD, as requested, and coordinate and draft plans, goals and
objectives for each Division of the OHCD. The Housing Planner would Conduct surveys and studies to
determine the demand for and feasibility of developing new single family or multi-family housing projects,
market demand, conduct needs assessments to develop plans, goals and objectives for the OHCD, as well
as assist with the negotiation and implementation of affordable housing conditions.

1. Give reasons how new duties arose (statutes enacted, ordinances, newly
authorized programs, basis for increased workloads, etc.:
As part of its mission to provide affordable housing, the OHCD was tasked with
developing a housing plan to lay out a strategy for the development of for sale and
rental housing affordable to residents and especially working families.
It was determined that the OHCD needed an in house planner to draft and maintain
a strategic housing plan. For example, the OHCD was not able to locate a private
consultant willing to draft a new affordable housing policy. The OHCD was fortunate
that the Planning Department agreed to draft the new policy.
In addition, the OHCD produces several program specific plans for Section 8 and
CDBG programs.
2. Can new duties be assigned to existing positions or handled in other way such as
short term contracts, etc.
Yes, but the Division Heads that do some of the Section 8/HAP and
CDBG/Consolidated plans are rated higher and normally have to work overtime to
produce their plans.
In the past, the OHCD has not been able to contract consultants for certain types of
work because the consultants do want to be conflicted out of future private work.
The OHCD would loose continuity with short term contracts and would probably
spend more staff time explaining program requirements.

3. How will new position increase the efficiency/effectiveness of operations? (Use
productivity measurements where possible.):
The new position would also be able to assume the planning workload now being
done by various Division Heads and other employees.
4. Alternatives that were considered in lieu of new position. (Have technological
changes been considered?)
Consultant contracts.
5. Why were manpower needs not planned through budgetary process?
The need for an in house planner became apparent after the current budget was
submitted.

The Housing and Community Development Specialist V works under the general supervision of the Assistant Housing
Administrator and pertorms the following duties: of time
1) Drafts plans, long-range goals and objectives for the County and for the Office of Housing and Community
Development, as requested, coordinates and drafts plans, goals and objectives for each Division of the Office of 40
Housing and Community Development. (1,2,3)
2) Conducts surveys and studies to determine the demand for and feasibility of developing new single famly or multi-
family housing projects, market demand, needs assessments and to develop plans, goals and objectives for the 35

3) Assist with the negotiation and implementation of affordable housing conditions. (1,2,3) 5
4) Assists in developing the concept of the project, including the site plan, building plan and amenities and coordinates
through the architectural consultant, the preparation of the construction plans, cost estimates and time schedules. 5

5) Prepares applications to government sources for financial loans and grants, including the preparation of supporting 5
plans and documentation such as the capital and operating budgets, the financial feasibility analysis, and the sales or

community groups, other governmental agencies, and others; prepares informationnal materials and follows up on

Minimum Qualification Requirements:
Training and Exoerience, kind and length in vears: A combination of education
and experience substantially equivalent to graduation from an accredited college or
university with major work in public or business administration, economics, psychology,
social work, or a related field, and
(a) Four years of professional work experience in housing, community
development, program management, workforce development activities, or
project coordination which shall have included feasibility analysis, coordination
of financing, and administration of engineering and other contractual
requirements, two of which shall have included program/project management
activities or the education and promotion of public awareness of fair housing
taws, included or supplemented by two years of supervisory experience.
License Requirement: Possession of a valid State of Hawaii driver's license
(Class 3) or any other comparable valid driver's license.
Knowledge of: principles and practices of public administration and social
services; interviewing techniques; Federal, State, or local laws applicable to the
functional area assigned; principles and practices of supervision; public relations;
research and statistical methods; report writing.
Ability to: read, comprehend, interpret, and apply rules, regulations, policies and
procedures applicable to the functional area assigned; place, organize,
coordinate, assign, and review the work of subordinates; evaluate effectiveness of
the program and recommend improvements; obtain and analyze date; maintain
records; present ideas clearly, concisely and effectively, orally and/or in writing;
