Home My WebLink AboutRES 070 Draft 01 2004-2006 ~tM~r os y~~ luigl COUNTY OF HAWAII STATE OF HAWAII J ~ •Ij•.,~ MO i~~\\ RESOLUTION NO. 7U 6}5 RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE UNITED STATES OF AMERICA, PURSUANT TO HRS 46-7, FOR THE JUSTICE ASSISTANCE GRANT WHEREAS, the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, as part of its Edward Byrne Memorial Justice Assistance Grant Program, has allocated funding to the County of Hawaii; and WHEREAS, these funds are for the support of law enforcement, prosecution, prevention and education, corrections, drug treatment and planning, evaluation and technology improvement programs; and WHEREAS, the Office of the Prosecuting Attorney will be administering the Justice Assistance Grant (JAG) project that will primarily benefit its office, as well as the Police Department and the Courts and Corrections; and WHEREAS, the JAG project will implement programs for the set up of an interface between the Prosecutor's and Police Department's case tracking systems to allow the sharing of information; for video conferencing capabilities between the Police cellblock to the Courtroom and between the Hawaii Paroling Authority on Oahu and appropriate sites on the Big Island; for Law Enforcement and Prosecutor training; and for CommunitylSchool Education & Prevention programs; and WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments obtain the consent of the council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers. O~ THE COUNTY OF 9~~1P1~AI`I, in accordance with section 46-7, Hawaii Revised Statutes, that the Mayor of the County of Hawaii is authorized to execute, on behalf of the County, an agreement and related documents, to enable the County to use the Justice Assistance Grant funds to implement the programs as described in the Office of the Prosecuting Attorney's program narrative and budget submitted as part of its Justice Assistance Grant application, attached hereto and incorporated herein by reference as Exhibit "A". A small portion of JAG funds will also support prevention and education programs developed by youth. RMS-HITS Interface. The Police and Prosecuting Attorney's Office implemented new case tracking systems within the last six months. While these systems have improved efficiency of their respective agencies, they are totally separate. Transfer of information between Police and Prosecutor's continues to be a manual process from delivery of files by courier to keying in of case information into the next system. An interface between the two systems would automate the process so information is input once then populated to the next system. Police cellblock to Courtroom video conferencing. The courtrooms in Hawaii County, much like courtrooms across the nation, lack adequate security infrastructure to ensure the safety of courtroom personnel. We will install video conferencing equipment in the District Court in East and West Hawaii and the Police cellblock to eliminate the need for Police to transfer defendants to the courtroom for initial appearances. This will also address manpower issues of the Police Department. As the benefits aze demonstrated and additional funds become available, video conferencing will be expanded to other District Courtrooms in the rural districts on the island. Hawaii Paroling Authority video conferencing. The Hawaii Pazoling Authority (HPA) is located in Honolulu on the island of Oahu. In order for a prosecutor or victim to participate at a 30 minute hearing they need to fly over and make their way to HPA in downtown Honolulu. The roundtrip can take anywhere from four to eight hours. Installation of video conferencing equipment at HPA will save time and money and will facilitate participation of victims or victim survivors. Law Enforcement and Prosecutor training. The cost for police and prosecutors to attend national trainings limits the number of individuals who aze able to attend. We are planning to coordinate a mainland type training on island that will benefit law enforcement and prosecution. Funding from other sources will be utilized. The training will be offered statewide and to the Pacific Region. Community Prevention/Education. Community and school groups aze undertaking efforts to proactively problem solve and implement solutions to community/school issues. JAG funds will be used to assist with project supplies in support of volunteer efforts. Priority will be given to neighborhood watch groups and Na Leo O Na Opio, the youth component of the Prosecutor's Youth Builders project. Na Leo's objective is to plan and implement delinquency prevention strategies in high schools throughout the island. Lead by volunteers, students leazn problem solving skills then plan and implement projects.
