Safarik, Chairperson and Members of the Hawaii County Council Hawaii County Council 25 Aupuni Street Hilo, HI 96720 Subject: Amendments to Chapter 17, Plumbing Code Enclosed is a bill for an ordinance to amend Chapter 17, in its entirety, of the Hawaii County Code, regarding the Plumbing Code. This Plumbing Code is the third of three transmittals. The Building Code and Electrical Code are being sent under separate cover with the hope that all three can be scheduled for the appropriate committee scheduled to meet on April 5, 2005. The Plumbing Code has been a part of the Building Industry in Hawai `i County since May 22, 1947. During these past 58 years we have adopted various editions of the Uniform Plumbing Code. The last is the 1991 Edition of the Uniform Plumbing Code back in November 8, 1993. The Uniform Plumbing Code is an excellent code of minimum standard for construction, however, certain sections in the code do not apply to the local construction conditions or situations. For this reason, the County of Hawaii has adopted amendments to the Uniform Plumbing Code to address local conditions or situations. As new editions of Plumbing Codes were adopted, the amendments were adopted with revisions. The County of Hawaii presented revisions to the Plumbing Code amendments to the community at two separate meetings. One was held at the Mayor's Office in Kona with the majority of the attendees being professional engineers and architects. The second was held in Hilo, which was attended by the public and professional engineers and architects. Significant changes to the amendments to the Plumbing Code are: • There is no increase in plumbing permit fees. Comm. R@f, ~pfC' Ltr. to Council Page 2 March 21, 2005 • Permits will not be required in the case of any replacement work for the following: replacement or repair of garbage disposals, faucets and fixtures, to include sinks, water closets and heaters for non-commercial occupancies only. However, the work must still be performed by a licensed plumber as required by State Law, HRS, Chapter 448E, Electricians and Plumbers. • Permits will be required when such repairs do involve or require the replacement or rearrangement of valves or pipes. Any required permit must still be applied for by a licensed plumber as required by State Law, HRS, Chapter 448E, Electricians and Plumbers. We are requesting to replace Chapter 17, in its entirety, with the amendments in this bill. A summary of proposed changes is also enclosed.
