Subject: Amendments to Chapter 9, Electrical Code
Enclosed is a bill for an ordinance to amend Chapter 9, of the Hawaii County Code,
regarding the Electrical Code. This Electrical Code is the second of three transmittals. The
Building Code and Plumbing Code are being sent under separate cover with the hope that all
three can be scheduled for the appropriate committee scheduled to meet on April 5, 2005.
The Electrical Code has been a part of the Building Industry in Hawal`i County since May
22, 1947. During these past 58 years we have adopted various editions of the National
Electrical Code. The last is the 1993 Edition of the National Electrical Code back in June 17,
1994. The National Electrical Code is an excellent code of minimum standard for
construction, however, certain sections in the code do not apply to the local construction
conditions or situations. For this reason, the County of Hawai `i has adopted amendments to
the Electrical Code to address local conditions or situations. As new editions of the Electrical
Code were adopted the amendments were also adopted with revisions.
The County of Hawaii presented Revisions to the Electrical Code amendments to the
community at two separate meetings. One was held at the Mayor's Office in Kona with the
majority of the attendees being professional engineers and architects. The second was in
Hilo, which was attended by the public and professional engineers and architects.
Significant changes to the amendments to the Electrical Code are:

• Permits will not be required for the replacement of receptacles, switches and light
fixtures (ex: lights, ceiling fans, etc). However, the work must still be performed by a
licensed electrician as required by State Law, HRS, Chapter 448E, Electricians and
Plumbers.
• Drawings showing circuiting, light fixtures and switches for a single family dwelling
will not be required for a single family dwelling. Any required permit must still be
applied for by a licensed electrician as required by State Law, HRS, Chapter 448E,
Electricians and Plumbers.
We are requesting to replace Chapter 9 with the amendments in this bill. A summary of
proposed changes is also enclosed. If there are any questions, please do not hesitate to
