Accordingly, our questions/comments will be transmitted in phases-this one for the first day of the review. CAPITAL BUDGET 1. 'I"here are some Capital Improvement projects, which were listed in the General Obligation Bond of FY2004 that were not included in the proposed Capital Improvement Budget. Does the administration plan to amend the proposed Capital Improvement Budget to include projects like the Sand Gulch Bypass and the Laupahoehoc Emergency Access Road, etc.? OPERATING AND CAPITAL IMPROVEMENT BUllGETS FINANCF. DEYARTMF,NT I. The sale of real property decreased from $1.5M in FY05 to $350K in FY06. How many more properties does the County own and what are their values? 2. Does the department expect FY05 real property sales to exceed the projected budget of $l .5M? 3. RPT-Are there any major loopholes or out dated exemptions in the law that should be closed or eliminated? Risk Management-Some functions from other departments will be transferred to this new division. Does this new division overlap or duplicate responsibilities iu other departments? 8. Treasury-Is there a continuing problem with reconciliation? MISCELLANEOUS 1. Debt Sewico-Why does debt service reflect an increasing trend through FY06, then decreases in FY07? 2. Debt Service-What is the debt service ratio for FY04 and how does it compare to previous years? 3. Arc there plans to float additional Government Obligation Bonds in FY06? How much and what for? 4. Government Mandates-Can the Finance Conunittee be briefly brought up to date on what types of government mandates are required (gang cesspools, workers' compensation, ADA, etc.)? Also, what is the County's share and what is granted from the state and federal goverruneuts' share? 5. Fund Balance-How does the projected FY05 Fund Balance compare with the FY04 Fund Balance? PLANNING DEPARTMENT 1. What is the status of the subdivision code revision? 2. What progress has been made on the community development plans since the general plan was approved? 3. Where and on what are development fees or fair share contributions being spent? 4. Why is there a need for the three new positions? 5. Did the department initiate a public access inventory? 6. Geothermal Relocation Revolving Fund-How many properties does the Comity own? If the property was purchased by the county and sold, are we required to repurchase it again? 7. Geothermal Asset Fund-Are there any unsettled claims? FIRE DEPARTMENT 1. How many, where and what is being done to mitigate staff shortages`? 2. Is the County still below the Fire Suppression Standards as far as staffing is concerned'? 3. is the County strategically based and equitably staffed in both East and West Hawaii? 4. What is the status of the possible move of the Aquatics Division in Department of Parks and Recreation to the Fire Department? UEPAR"1'MEN'1' OF PUBLIC WORKS 1. Engineering-What is the status of the LIDAR Mapping System for flooding analysis in FY05 ($221 K)? Flood Control-Where are the priority floodways? 3. Building-What is being done to conserve energy within County facilities'? 4. Building-What is the status oti the asbestos problem in the County Building? 5. Building-What is the status of the roofing problems iu Police Department and Civil Defense Agency? 6. What is the status of the major roadway projects in West Hawaii?
