I have recently reviewed Draft 5, Chapter 4 of the Hawaii County Code 1983 (1995
edition). I would very much like to thank you and the Council for addressing Section 4-
24, Noisy dogs and Section 4-32, Enforcement.
During the last 18 months I have lived in Keauhou View Estates. I have been
surrounded by four neighbors with barking dogs, two of them with multiple barking dogs.
Unfortunately, these dog owners do not take responsibility for their animals. These dog
owners all work, generally between 6:30am and 6:30pm, occasionally longer. When the
owners are not home the dogs bark continuously. I have even offered to purchase a
bark control collar for one of the worst offenders. I was told by the owner that she was
not going to kill her dogs with an electric collar and stop bothering her. I called the
police who refused to come out when the owners are not at home. When the owners
are at home the dogs do not bark.
The only thing that irresponsible pet owners will understand are large fines and
enforcement.
My family and I support your revision of the above mention Hawaii County Code. It's
about time that someone considers the victims view point.
