Safarik, Vice Preside Hawaii State Association of Counti AC) SUBJECT: Nomination of a Member and Alternate to the HSAC Executive Committee for Fiscal Year 2005-2006 Attached for your review is a letter dated March 23, 2005 from Dain P. Kane, requesting the Council appoint a member and alternate for the HSAC Executive Committee for Fiscal Year 2005-2006. I recommend Angel Pilago replace me as the member representative and that I continue my efforts with HSAC as the alternate representative. In order to meet the deadline for HSAC to review nominations at its meeting scheduled for April 8, 2005, I would like to waive this matter from the Public Works and Intergovernmental Relations Committee so it can he considered by the Council at its next meeting on April 6, 2005. March 8, 2005 Members of the Hawaii State Association of Counties (HSAC) Executive Committee Dear HSAC Executive Committee Members: SUBJECT: HSAC OFFICERS Section 5 of the HSAC Bylaws requires in relevant part: (1) Prior to April 15 of each year, each council. shall appoint one of its members to serve as an officer of the corporation for the term commencing the immediate ~£pllowing July 1. Each council shall designate an alternate to s,.; he member serving as an officer of the corporation. If the slate is approved, the proposed officers shall become the officers of the corporation for the term commencing July 1 immediately following the annual meeting. If the slate is disapproved and another slate of proposed officers is not approved at the annual meeting, each officer holding office on the date of the annual meeting shall continue in the same office until the general membership approves a slate. Based upon these requirements, may I respectfully request that each council appoint a member and alternate to serve on the HSAC Executive Committee and report their appointments at or prior to the HSAC Executive Committee meeting to be held in April 2005. Please be sure the appointees have sufficient authority to formulate the slate of proposed officers. At the HSAC Executive Committee meeting to be held in April 2005, the HSAC Executive Committee should be prepared to discuss and decide upon a slate of proposed officers for the year beginning July 1, 2005 through June 30, 2006 to be transmitted to the councils for approval prior to the HSAC Executive Committee meeting to be held in June 2005. The approved slate of officers will be presented to HSAC's general membership at the June 2005 General Membership meeting for final approval. Safarik, Chair Hawaii County Council 25 Aupuni Street Hilo, Hawaii 96720 RE: Request to Waive Consideration of the Proposed Appointment of a Member and Alternate to the Hawaii State Association of Counties (HSAC) Executive Committee for the Fiscal Year 2005-2006 to the Full Council Pursuant to Section 1(g) of Rule 4 of the Procedure of the Council of the County of Hawaii, I request your support for waiver of this matter from my Committee on Public Works and Intergovernmental Relations for consideration and approval by the full Council at its next scheduled meeting on June 2, 2004. Enclosed is a memorandum dated March 8, 2005, from Dain P. Kane, HSAC President, requesting our Council appoint a member and alternate to the HSAC Executive Committee for the Fiscal Year 2005- 2006. Please note that the Council has already taken action to appoint Angel Pilago on the Western Interstate Region's Board of Directors. Action on the proposed appointments is recommended by the HSAC President prior to the HSAC Executive Committee Meeting scheduled for April 8, 2005. It is therefore advantageous that approval is granted for this matter to be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Public Works and Intergovernmental Relations for placement on its future agenda.
