I have to ask you, Mr. Mayor, are your satisfied with the progress of your Public Works Department? 1 telephoned Mr. Robert Yanubu of the Engineering section of Public Works on Wednesday, March 9th. Ms. Kaetsu had previously suggested I contact him for updates on the street connections. Mr. Yanabu and I briefly discussed the status of the Holo Holo Street extension and that seems to be on track. When I inquired about the next two streets that are slated to be opened, Keo Keo/Holu and Ahi Ahi/ Kauhale, Mr.Yanubu explained that they were waiting for appraisals to be done on the properties so that the county could proceed with condemnation. An article in the WHT from December l0a' has your Director of Public Works, Mr. McClure, assuring us that Public Works is "working aggressively to insure connectivity between subdivisions". Mr. Mayor, l will admit that I am ignorant of the steps involved in the acquisition of property by the county but my intuition tells me that an appraisal is very near the beginning of the list. I have included a Status Report issued by the Department of Public 'Works on July 22, 2004, which gives a proposed opening date of these two streets as Jaziuary 2005. That date has come and gone and your Public Works Department had not even had the property appraised as of March 9th! It would appeaz that the only thing that has been done toward completing these street connections is the continued assurance by the Department of Public Works that they aze taking "unprecedented" steps and working as fast as possible. All evidence seems to be to the contrary. Mr. Yanabu's attitude was completely unapologetic, stating that "there is a lot of red tape" and "the wheels of government grind very slowly". Have you not informed your people that the tax paying public on the Kona side are sick of red tape and slow grinding government wheels. What confidence is the public supposed to have that your administration can address the lack of road infrastructure on the Kona side when Public Comm, No._!..l.1_~ Ref. To: Ref. It is hazd to fathom that so little has been accomplished towazds completing these street connections while the residents of Coastview aze being inconvenienced on a daily basis with our streets torn up and the detours around the water system construction.
