- <br /> <br /> Mazch 29, 2005 <br /> <br /> HAWAII COUNTY COUNCIL <br /> <br /> 25 Aupuni Street <br /> Hilo, Hawaii 96720 <br /> Deaz County Council Members, <br /> I am writing you this letter in the strongest way to tell you that I am against Bill 4, Draft <br /> 5 that pertains to Animal Control. <br /> The problem is really not the barking dogs but the lack of control by cat owners to <br /> control and keep their cats within their property and not allow them to roam at all hours <br /> of the day and night. These cats walk by our residence or stroll across our property, <br /> causing our confined dogs to bark <br /> The problem is the farmers and owners of chickens that allow the chickens to wonder <br /> aimlessly and to leave their property and walk by our residence that sets off our dogs to <br /> bark. <br /> IT' S NOT our dogs fault. They are meant to bazk as a warning, be it a warning of strange <br /> animals nearby or strange unknown people milling about at all hours of the day or night. <br /> My residence was burglazized a few years ago and with my animals close by I do not <br /> think it will happen again. <br /> Your idea to raising fees at the Humane Society for owners to "bail out" their animals <br /> will only cause more grief and cause owners to not retrieve their animals, thus forcing the <br /> society to put down the' animals. <br /> Imagine the pain and heartache that some child and/or adult will have to go through <br /> losing their animals because the county council raise the recovery fee to some ridiculous <br /> fee. <br /> It's not us the locals you need to go after. You need to deal with those that move here <br /> from the mainland or foreign countries that wish to call Hawaii home and then think that <br /> they are the majority and will force your hand against the rest of us. <br /> They are new comers here. For you to bow down to them to please them seems <br /> incomprehensible. <br /> You have many more priorities to go after and deal with, long before you tackle the <br /> bazking dog issues. <br /> Comm.
