HomeMy WebLinkAboutCOM 0022.063 2004-2006 - Mazch 29, 2005 HAWAII COUNTY COUNCIL 25 Aupuni Street Hilo, Hawaii 96720 Deaz County Council Members, I am writing you this letter in the strongest way to tell you that I am against Bill 4, Draft 5 that pertains to Animal Control. The problem is really not the barking dogs but the lack of control by cat owners to control and keep their cats within their property and not allow them to roam at all hours of the day and night. These cats walk by our residence or stroll across our property, causing our confined dogs to bark The problem is the farmers and owners of chickens that allow the chickens to wonder aimlessly and to leave their property and walk by our residence that sets off our dogs to bark. IT' S NOT our dogs fault. They are meant to bazk as a warning, be it a warning of strange animals nearby or strange unknown people milling about at all hours of the day or night. My residence was burglazized a few years ago and with my animals close by I do not think it will happen again. Your idea to raising fees at the Humane Society for owners to "bail out" their animals will only cause more grief and cause owners to not retrieve their animals, thus forcing the society to put down the' animals. Imagine the pain and heartache that some child and/or adult will have to go through losing their animals because the county council raise the recovery fee to some ridiculous fee. It's not us the locals you need to go after. You need to deal with those that move here from the mainland or foreign countries that wish to call Hawaii home and then think that they are the majority and will force your hand against the rest of us. They are new comers here. For you to bow down to them to please them seems incomprehensible. You have many more priorities to go after and deal with, long before you tackle the bazking dog issues. To: Ref, Date ~ ~ Bad roads, terrible traffic jams in Puna and Kona, all speak of needs that you should be addressing rather than go after dog owners because of a few outside complainers. Please DO NOT pass Bi114, Draft 5 unless and until you require a gathering committee of dog owners, cat owners and chicken owners so some amicable solution(s) can be put on the table for review and discussion before ANY final bill is approved.
