Please allow the following testimony from me regarding Bill Number 4 Animals.
I have just reviewed Bill No. 4 and have some great concerns and they are as follows:
1) How will this Bill effect current businesses as dog boarding facilities on Ag land? Will this business fall under
some umbrella to protect it from any complaints or will these facilities be included in this Bill?
2) Personal Dog owners living on Ag land who have dogs that bark when the pigs run or when people approach the
property, how will we be effected?
3) Section 4-25. I think this section should be re-instated. Every effort should be made to solve a problem before
the police are called. I will give you an example of when I was living in the city with two dogs. I had a nasty neighbor
who hated dogs and he called the police to complain about my dogs barking under his bedroom window all night. The
police came to my house and would not believe me until they called my vet who was currently boarding my dogs to
confirm that my dogs were not.even home at that time nor had they been picked up as of that time. What protection
does the dog owner have from malicious people who file malicious complaints?
It is not a simple thing to decide if the barking of a dog is a nuisance or not. It really depends on who is
making the complaint as some people complain if a dog barks for few minutes but then shuts up. You
cannot expect dogs to NEVER bark. This in fact is one of the reasons why we keep them as they warn of
strangers approaching and would be intruders. We are all aware of the burglaries the Big Island is currently
dealing with.
4) Section 4-17 Cruelty to Animals. Laws pertaining to loose dogs in the back of trucks should be considered as
this is a very dangerous situation to dogs, pedestrians and other vehicles. I know several dogs that have been
maimed or killed by jumping out or falling out of moving vehicles.
And something that would cover mistreatment of animals kept on short chains, small kennels, unsanitary
situations any situation that would be harmful to the animal. ~ Z r!

5) Places prohibited to dogs. We need more dog friendly places for responsible dog owners. I am submitting a
signed petition of tax payers that would like to see more dog friendly places.
Kona is growing and it is time for higher license fees and decent fines for criminal actions. However, another
important issues is the fact that there are many tax paying citizens in Kona and all of the Big Island that are Dog
Lovers and are responsible for their companions... I have gone in front of the council for years to fight for more dog
friendly places to take our dogs.. I have submitted petitions of 1000's of signatures and was able to get two parks
opened to dogs on leashes and guess what. Those parks are cleaner now. The responsible dog owners keep their
dogs on leash and pick up there messes and those of the non-responsible dog owners.
I participate in educating people how to care and train their dogs. Currently there is a facility in Kona "Paws
University" which has been a God send for the Kona community. They have doggie day care, boarding, training of dog
and human... This facility is a much needed part of this community.
I ask you, that in preparing this Bill, to consider and not punish the responsible dog owners and those that offer
services as PAWS University.
I hope that this Bill # 4 is written to protect the animals from harm, protect the facilities that offer services for the
responsible dog owners and dogs, to protect the responsible dog owners and find justice for the not responsible dog
owners... This current Bill seems very harsh on noise and needs to be reconsidered in the case of ag land.
